    ABOUT THE HIV SELF-TESTING PROJECT (STAR III PROJECT)

    The Unitaid-funded HIV Self-Testing Africa (STAR) Initiative is a project to catalyze the market for HIV self-testing. The Initiative is designed to address key market challenges that limit access to HIV self-testing, make a measurable contribution to achievement of the UN’s 90-90-90 treatment target and global HIV prevention goals, and reduce morbidity and mortality among people living with HIV. PATH is a partner organization in the STAR project leading project implementation in Uganda

     

    SCOPE OF WORK FOR THE CONSULTANT

     

    The consultant will design  and conduct a WILLINGNESS TO PAY STUDY AND EVALUATION OF DISTRIBUTION, LINKAGES AND REFERRAL MODELS for HIV self-tests in Uganda among priority population, men  and Key population among others. The purpose of the study is to assess access and the Ugandan market for three HIV self-tests already in the market (INSTI, SureCheck, OraSure) and other HIV self-test kits on market. The study design should include an evaluation and costing of distribution, referral and linkages models using monitoring data and STAR costing tools.

     

    The consultant will work closely with PATH STAR Project team, MOH,  local stakeholders and global partners working on STAR project to design and oversee the study.

     

    ACTIVITIES:

    Specific activities for this assignment will include, but not limited to the following;

    THE CONSULTANT WILL:

    • Design the willingness to pay study and market research assessment for HIV self-testing in Uganda
    • Design the evaluation and costing of distribution linkages and referral models using monitoring and evaluation data
    • Design the willingness to pay study and evaluation of distribution, linkages and referral models survey instruments and related documents
    • Oversee the willingness to pay study and evaluation of distribution, linkages and referral models study implementation and quality of data collection process
    • Conduct the data analysis and interpretation of survey results
    • Write the final study report

     

    EXPECTED INPUT, PROCESS, AND OUTPUT DELIVERABLES

    1. Activity workplan
    2. Willingness to pay study and evaluation of distribution, linkages, and referral models study protocol
    3. Willingness to pay study and evaluation of distribution, linkages, and referral models Survey instruments
    4. Activity completion reports
    5. Final study report
    6. Final cleaned database

     

    INSTITUTIONAL ARRANGEMENT

    1. The selected Consultant will work under the supervision of the HIVST Project Manager.
    2. The consultant is expected to act as a strong liaison between PATH, MOH HTS project.

     

    DUTY STATION

    1. The consultant shall be expected to report to the PATH office when required, but mostly work on remote basis.

     

    DURATION OF PERFORMANCE

    1. The study will be implemented during the financial year 2021. The consultant is expected to spend 3 months to complete the study. The work should take 25-30 working days.

     

    Required Skills Required Experience

    Minimum qualification includes the following:

    • A Masters’ degree or PhD in economics, monitoring and evaluation, health economics, health service researches or relevant field
    • At least 5 years of experience in health economic analyses including leading the design and implementation of willingness to pay and costing studies with strong quantitative research. Experience conducting conjoint and discrete choice analysis.
    • Demonstrated capacity and professional experience in survey design implementation including sampling strategy, estimating sample size, data analysis.
    • Demonstrated experience training research assistants and supervising a research team
    • Significant work experience in developing or sub-Saharan African countries, with preference for experience in Uganda
    • Previous experience working in Uganda would be an advantage
    • Fluency in written and spoken English
    • Evidence of having undertaken similar assignments in strategic communication
