With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

     

    PATH’s Digital Square Team works to improve global health by supporting the implementation of an integrated digital health system in DRC and support of global health priorities and evidence-based policies among policymakers, coalitions and other influential individuals and groups. The project is funded by USAID in various countries and including the Democratic Republic of Congo.

     

    PATH is currently recruiting for a full-time Senior Technical Advisor who will support Digital Square’s regional digital health implementations across francophone Africa, serve on the Africa Digital Health Leadership team, advise on Digital Square’s global goods portfolio and partner closely with the PATH DRC team in supporting DRC’s newly established Agence Nationale d’Ingénierie Clinique d’Information et d’Informatique de Santé (ANICiiS) to implement DRC’s visionary digital health investment roadmap and to foster the leadership of the DRC digital team.

     

    SPECIFIC DUTIES:  

     

    • Provide overall technical leadership to PATH’s USAID-supported Digital Square project in Francophone countries, including DRC 
    • Provide technical support to build DRC ANICiiS capacity to provide digital health strategic and technical services across the government.  
    • Work with the PATH DRC team, including the Technical Program Manager, to support ANICiiS to use digital health technologies (for example, health information       standards, data processing and visualization, health informatics, and data       privacy/security).   
    • Identify potential private sector or association experts to augment capacity building initiatives of ANICiiS to evaluate enterprise-level software.   
    • Conduct needs assessment to identify ANICiiS technical and institutional needs. Provide technical support and ongoing mentoring to ANICiiS in institutional strengthening (e,g,       financial management, risk/compliance management, and USAID practices, etc.)  
    • Augment as necessary existing landscape analyses based on literature on data use and data systems in DRC.
    • Serve as the primary point of contact for Digital Square with the USAID/Mission, in coordination and consultation with the appropriate Digital Square team members.  
    • Manage and mentor a talented team of francophone digital health professionals in DRC and throughout the francophone West Africa region 
    • Communicate, coordinate and negotiate with internal and external partners, donors and stakeholders on technical recommendations to global goods platforms and appropriate    use of global goods, such as those being invested in by Digital Square  
    • Direct technical vision for assigned Digital Square country implementation activities and provide support to regional digital health networks  
    • Supervise and/or advise Digital Square team on best practices for country implementation projects as they relate to the technical and programmatic work products  
    • Provide technical oversight and/or management of engagements and support to regional networks, including directing capacity-building hack-a-thons and training workshops  
    • Represent Digital Square as a technical leader to external stakeholders at technical meetings, conferences, and workshops

      

     

     

     

    Required Skills Required Experience

     

     

    • Bachelor’s degree with a minimum of 10 years of relevant experience, or equivalent combination of education and experience  
    • Degree in digital information systems or related subjects, masters preferred 
    • Knowledge of digital health landscape in francophone Africa region or regions
    • Good facilitation skills with ability to communicate with technical and non-technical audience  
    • Experience in development of digital health strategy or roadmap 
    • Good communication skills 
    • Ability to establish good working relationships with people of all levels within and outside the government 
    • Fluency in both French and English desirable 
    • Experience with USAID desirable 
    •  Experience setting enterprise-level product visions and thinking through data standards and information exchanges across solutions 
    • Credibly articulate expertise and experience in one or more of the following:   
    • introduction and scaling of digital technology in low- and middle-income countries 
    • application of digital technology to strengthen health systems and services 
    • Have deep familiarity with open-source global goods and the digital health landscape 
    • Experience working with and leading a diverse team of geographically distributed employees with multiple perspectives (think global coalitions, associations, or working       groups) to set strategies and execute them successfully  
    • Experience in managing and being accountable for managing complex contracting mechanisms within the field of Digital Health and/or with large scale programs funded by bi- and/or multi-lateral donor agencies such as USAID, GIZ, the UN, and others  
    • Willingness and ability to travel globally up to 33% of the time
