    PATH is recruiting for a CENTRAL ASIAN REPUBLIC (CAR) REGIONAL TUBERCULOSIS (TB) ADVISOR to provide technical expertise in TB and MDR-TB control for a current USAID-funded project.

     

    CAR contains some of the top 30 highest multi-drug resistant TB (MDR-TB) countries in the world. There are many factors that fuel this epidemic: misuse and mismanagement of medication regimens; numerous TB strains resistant to drugs; growing rates of HIV infection, which makes people especially vulnerable to developing TB disease; and setbacks to the health system during years of political, social, and economic transition.

     

    PATH has been providing technical assistance to global TB efforts, and specifically in Ukraine since 2001. In close collaboration with local, national, and international partners, we’re expanding the reach of the End TB strategy, the internationally recommended strategy for TB control. We’ve also worked to increase services for people with TB and HIV and reduce the stigma and discrimination surrounding these conditions.

     

    PATH is seeking a CAR Regional TB Advisor for its TB control activities to be carried out in Tajikistan, Uzbekistan, Kazakhstan, and Kyrgyzstan by executing TB diagnosis and treatment components to improve the prevention, detection, and treatment of TB and drug-resistant tuberculosis (DR TB) through technical assistance in harmony with international best practice and national guidelines. The CAR Regional TB Advisor will work closely with PATH’s global HIV, TB, and viral hepatitis team, consortium partners, and with national and regional stakeholders to ensure that TB case management standards are upheld as innovative and evidence-based strategies to eliminate TB in the region are implemented. Duties may require domestic and international travel up to 40% time and a flexible work schedule to permit for either early morning or late evening teleconference calls.

     

     

    RESPONSIBILITIES:

     

    • Lead and oversee the development and implementation of effective approaches to TB and DR-TB case management.
    • Represent the project in national and international meetings and working groups.
    • Oversee the expansion of, and improved quality of TB services based on international standards.
    • Develop and implement effective monitoring and supervision plan to ensure the proper coverage and quality of work, analyze findings, and make recommendations to improve local TB programs.
    • Collaborate with a global consortium of team members to implement the annual workplan.
    • Work with stakeholders to update TB and DR-TB policies and services in project countries.
    • Participate in country review meetings and provide feedback to national specialists on TB case management and TB program performance with a focus on clinical TB management.
    • Review new or updated national and international TB and DR TB regulations and guidelines, summarize and discuss potential changes/new approaches with project management and team members.
    • Provide technical assistance to TB specialists in target regions in acquiring information on and applying to practice clinical TB updates in accordance with relevant national regulations and international recommendations.
    • Conduct technical visits to target regions and provide feedback to project management, and, if requested, to counterparts at all levels.
    • Support the project in organizing conferences and other events at the national and regional level
    • Organize webinars/training/workshops for TB specialists of NTPs in the Central Asian countries and project staff on relevant topics.
    • Network and liaise with relevant stakeholders at country and regional level for collaborations and promoting common goals and objectives in the region.
    • Provide inputs and reviews for project-required reporting.
    • Work on developing journal articles, presentations, and posters to promote project and disseminate key project results.

     

     

     

    Required Skills Required Experience

     

    • Advanced degree (MD, MBChB, Phd or Masters) in general medicine, infectious diseases, pulmonary diseases, public health, or related field.
    • Minimum twelve years’ experience working in TB control.
    • Knowledge and understanding of the political environment and other factors in the CAR region that may influence project implementation and achievement of targets and results.
    • Strong skills in the development of innovative approaches to quality improvement of TB and DR-TB case management, activities to reduce stigma and discrimination, understanding the basics of social medicine, and the ability to develop plans based on the monitoring and evaluation data analysis.
    • Proven leadership and technical expertise in TB and DR-TB control, including in the areas of:
    • Clinical case management of TB and drug-resistant TB in CAR and/or post-Soviet regions and in accordance with international standards.
    • Surveillance, monitoring, and evaluation with accepted international indicators for TB control, including analysis of TB treatment outcomes using cohort analysis.
    • Prison-based TB control.
    • Exemplary diplomatic and interpersonal skills to facilitate relations with government and local partners.
    • Excellent organizational, planning, negotiating and problem-solving skills.
    • Russian and English language fluency required.
    • Strong team player.
    • Available to travel within the CAR up to 40% annually.
    • Familiarity with working with international organizations is highly desirable.

     

     

     

    Must have legal work authorization in Tajikistan, or Kazakhstan, or Uzbekistan.
