PATH in Ethiopia is currently implementing various high impact, evidence based, sustainable programs with the aim of saving and improving the lives of the most vulnerable and underserved women and children in the country in collaboration with Ethiopia’s Federal Ministry of Health, Regional Health Bureau, community groups, and other partners.

     

    The COVID-19 pandemic has put a strain on the health workforce and demanded leaders’ engagement at large. The very dynamic nature of the pandemic requires proactive thinking, use of evidence for action, close follow up and guidance from the leaders to properly manage and control the impact of the COVID-19 and smooth rollout of COVID-19 vaccine. Therefore, it is important to provide an updated and well analysed data for the leaders for evidence-based decision making, global and regional updates, advises and recommendations that help to provide guidance.

     

    PATH Ethiopia seeks to recruit qualified and experienced Zonal level Technical Assistance (TA) for roll out of COVID-19 vaccine. The main purpose of the Zonal COVID-19 vaccine roll out TA is to provide comprehensive technical assistance for Zonal health department and Woreda health offices to improve planning, coordination, implementation of COVID-19 vaccination services; to plan and implement appropriate communication and demand creation activities and to improve documentation, reporting and data use for evidence based decision making. The TA post is funded by Gavi, the Vaccine Alliance through CDS need based support. The Zonal COVID-19 vaccine roll out  TA will work under the guidance and supervision of responsible program manager at PATH Ethiopia country office with close consultation with the Zonal health department head and will be based in selected Zonal health department. 

     

     

    SPECIFIC DUTIES AND RESPONSIBILITIES:

     

    • Provide technical support for zonal health department and Woreda health offices in the overall planning, coordination, implementation, and monitoring of , communication, and demand creation activities for COVID-19 vaccination and routine immunization services.
    • Support in evidence-based planning of communication and community engagement activities
    • Assist in establishment/revitalization of Zonal and Woreda level Social Mobilization and BCC committees/ technical working groups, M&E technical working group and EPI task force.
    • Provide technical support for Woredas to develop bottom-up micro plan
    • Support Zone and Woredas to improve documentation, reporting, analysis and use of data for evidence-based decision making.
    • Support the scale up of DHIS2 to all Woredas
    • Provide support to organize advocacy activities to engage influential leaders, decision makers, and media professionals at Zonal and Woreda levels
    • Support and facilitate performance review meeting at Zonal and Woreda level
    • Support the health system in mapping and regularly updating community platforms, gate keepers and the most effective communication channels within the zone
    • Provide technical support and assistance in development/adaptation, pre-testing, and production of culturally relevant communication materials
    • Support in the development, implementation and monitoring of an IEC materials’ dissemination plan
    • Support development of Zonal capacity building strategy and operational plan for the final purpose of EPI and COVID-19 vaccination Advocates and community platforms’
    • Build SBCC capacity of the Zonal and Woreda level health teams and communication technical working groups
    • Conduct regular field monitoring and evaluation missions as per Zonal guidance to oversee quality implementation of Zonal and Woreda vaccination, communication and community engagement plan
    • Contribute to documenting experiences, success stories, activity reports, presentations, and briefs
    • And any other activity as requested by the supervisor

     

    Required Skills Required Experience

     

    • Bachelor’s degree or higher in public health, nursing and/or other relevant field.
    • Minimum five (5) years’ for bachelor’s and 3 (three) years for master’s experience in public health programming, implementation, with at least two-three (2-3) years’ experience in the area of immunization and maternal/child health programs including engagement in the recent COVID-19 vaccine delivery planning, coordination, implementation and monitoring.
    • Experience in providing TA for government staff.
    • Practical experience in providing on-the-job training, coaching and mentoring.
    • Hands-on experience planning, implementing and monitoring social mobilization and communication activities.
    • Proven ability to create and maintain effective working relationships with government and partners organizations and local communities.
    • Proven experience in data analysis
    • Skilled in successfully working with geographically dispersed teams and working in a multi-cultural environment.
    • Strong interpersonal skills and ability to work as part of a team, including cross-cultural teams.
    • Experience in using Microsoft offices (power point, outlook, excel and word) and statistical packages like Epi info, SPSS, STATA and other apps like ODK.
    • Excellent written and oral communication skills in English and knowing local language is mandatory.
    • Ability to travel to Woredas and health facilities, estimated to be about 40%.
