With expertise in science, health, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales solutions—including vaccines, drugs, devices, diagnostics, and innovative approaches to strengthening health systems worldwide. PATH's Advocacy and Public Policy (APP) department works to improve the health of women and children by strengthening policies and financing, impacting their well-being, including support for research and development. We work with policymakers, coalitions, and other influential stakeholders to drive change at the global, national, and sub-national levels. APP is a department of more than 50 staff, across multiple locations worldwide. PATH is recruiting an ADVOCACY AND POLICY OFFICER who will work in close collaboration with advocacy and technical experts across PATH

     

    RESPONSIBILITIES:

     

    • Developing and implementing advocacy strategies and corresponding activities to advance specific policy change in support of immunization, sleeping sickness and child health, including resources and commitments for expanded vaccine coverage, equitable access, and sustainable financing for immunization programs.
    • Building on PATH’s current programs to develop and strengthen relationships with targeted policy makers and government staff, as well as key opinion leaders to promote prioritized policy changes at the provincial level.
    • Cultivating partnerships and networks with key actors, stakeholders, and partners working in the areas of child health, immunization, health financing, supply chain, procurement, and accountability mechanisms, to maximize impact and resources to further child health and immunization policy priorities.
    • Supporting the Policy and Advocacy Country Lead to attend and represent the DRC team at external and internal meetings, where necessary.
    • Monitoring and reporting on financial and political commitments relative to child health, sleeping sickness and immunization throughout the project.
    • Working with DPS colleagues in Kwango and Kwilu to ensure the smooth administration and completion of activities
    • Collaborating with advocacy and communication specialists, as well as technical experts across PATH, to develop and produce innovative advocacy materials and dissemination approaches to effectively promote priority policy changes to key policymakers and other external audiences. Advocacy materials may include print, online, and multi-media formats. This may include cultivating new immunization champions and ensuring they are equipped with appropriate messaging and information.
    • Coordinating and planning events, including meetings, workshops, forums, trainings, and conferences as needed to make progress with prioritized policy changes.
    • Supporting local organizations to engage with program implementers and decision makers to mobilize advocacy agendas.
    • Representing PATH and the APP team where necessary.
    • Contributing to report preparation process, as necessary.

    Required Skills Required Experience

     

    • University degree in Public or Community Health, Communications, social science or a related discipline.
    • At least ten years of relevant work experience, or seven years of work experience.
    • Demonstrated experience in direct advocacy, with advocacy experience related to MNCH, vaccines and immunization strongly preferred.
    • Demonstrated experience in facilitating groups from a variety of sectors or levels.
    • Demonstrated ability to communicate (orally and in writing) complex issues in a concise, compelling, and easily understandable manner, including the ability to analyze and draft policy
    • Demonstrated success in influencing sleeping sickness, child health and/or immunization related policies at the national or provincial levels
    • Demonstrated success planning and coordinating advocacy activities to support policy goals
    • Proven ability to create and maintain effective working relationships with government personnel, NGO partners, and international organizations
    • Extensive knowledge and understanding of the political, social, economic, and cultural context of Democratic Republic of Congo
    • Familiarity with global and national strategies that govern child health and immunization, including the Global Vaccine Action Plan
    • Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and Outlook
    • Willingness to travel, as necessary
    • Fluency in both French and English
    • Existing, professional, high-level governmental and political contacts in the two provinces preferred.
    • Must have legal authorization to work in the Democratic Republic of Congo.
