    LOCATION: NEW DELHI, INDIA.

    REPORTS TO: SPECIALIST – LEARNING AND IMPACT

    ABOUT THE PROJECT

     

    The urban population in India is growing rapidly, and by 2050 it will reach 877 million—almost two-thirds of India’s population. Contrary to the popular notion of easier access to healthcare in urban areas, the health indicators of urban poor are often comparable or worse than their rural counterparts – including immunization, cancer screening, out-of-pocket expenses, etc. While the urban poor are highly susceptible to infectious disease, they also bear the burden of non-communicable diseases due to their dietary practices.

     

    To address this widening gap, the government has launched several programs for strengthening primary health care services in Urban India – National Urban Health Mission, National Health Policy (2017), and Fifteenth Finance Commission (XV FC). Despite these efforts, there is a need to draw policy and investment focus as well ensure implementation of national programs in the Urban Primary Health Care landscape.

     

    PATH is providing Technical Assistance to states for improving access to primary health care services in select urban geographies. Under this goal, PATH will support the selected urban geographies with the following:

    1. Enhance the accessibility of primary health care services through Technical Assistance for implementation of National Urban Health programs and Quality Standards in Health and Wellness Centers.
    2. Strengthened capacity, efficiency, and resilience of the health systems.
    3. Catalyze community engagement for healthcare systems.

     

    ABOUT THE POSITION

    PATH is seeking a Data coordinator (based at Delhi) for the USAID-funded project. The purpose of project is to provide implementation support services and technical assistance to states on Urban Health, health systems strengthening, data collection and use for service delivery, and other interventions as requested by the state. The Data coordinator will report to the Specialist – Learning and Impact, for supporting all MEL and components of the project, including the design and implementation of the Activity Monitoring Evaluation and Learning Plan and corresponding information system to track delivery against targets.

    RESPONSIBILITIES:

     

    • Assist the Specialist – Learning and Impact in preparing work plans/selecting indicators, annual implementation plans, baseline, endlines, etc. with a view towards the project’s MEL requirements in accordance with USAID guidelines.
    • Develop and implement robust context-appropriate systems for data collection, quality assurance, analysis and reporting on activity outputs/outcomes and program quality.
    • Develop and maintain database for capturing the programmatic data and maintenance of queries and programs for analysis and related reports.
    • Develop relevant dashboards for data visualization purposes.
    • Coordinate timely collection, collation, compilation and dissemination of data pertaining to assigned projects.
    • Analyze data and perform timely and complete donor reporting in in accordance with approved USAID reporting formats.
    • Support supervisor in analyzing data, developing dashboards and generating relevant graphs and information.
    • Assist in data collection and conduct field visits for follow-up assessments as needed.
    • Conduct/ support trainings of the data record reporters of the program facilities as needed.
    • Ensuring quality, consistency and adherence to the organizational Monitoring, Evaluation and Research standards and best practices to make data audit worthy.
    • Model PATH’s values and people philosophy.
    • Ensure protection of participant data and confidentiality during all monitoring, evaluation and research implementation and dissemination processes.

     

    Required Skills Required Experience

     

    • Graduate with a University degree preferably in Statistics or any other quantitative field or certified training in monitoring and evaluation is essential
    • Diploma in Statistics, Computer Application, Demography or Data analytics will be an added advantage.
    • At least 5 years of related experience in monitoring and evaluation (preferably for USAID projects), methodologies, thorough understanding of MLE tools and concepts, reporting requirements and data quality assurance methods in public health settings.
    • Strong data management and analytics skillsets using tools like Microsoft Excel, Tableau, STATA, SQL, etc. and familiarity with at least one of the following software packages: SPSS, Epi-Info, Stata, MS Access, Python etc.
    • Data Base Management including designing data entry program, data cleaning, data analysis, according to the indicators required in the frame of Projects.
    • Experience in a similar role is highly desirable
    • Experience in working with the development sector/ INGOs would be preferred.
    • Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences and demonstrated track record of producing high quality, well-written deliverables in a timely fashion.

     

    OTHER SKILLS/ ABILITIES

    • Full professional proficiency in English and Hindi, with good oral and written communications skills required.
    • Ability to produce documents and coordinate activities independently.
    • Ability to handle a variety of assignments under pressure of deadlines.
    • Familiarity with the Indian public health system.
    • Excellent organizational skills required.
    • Willingness and flexibility to work on a wide range of tasks and travel up to 30% of time.
