    REPORTS TO: STATE TECHNICAL OFFICER (RESPECTIVE STATE)

    DURATION: (21 MONTHS) WITH THE POSSIBILITY OF EXTENSION

    ABOUT THE PROJECT

     

    The urban population in India is growing rapidly, and by 2050 it will reach 877 million—almost two-thirds of India’s population. Contrary to the popular notion of easier access to healthcare in urban areas, the health indicators of urban poor are often comparable or worse than their rural counterparts – including immunization, cancer screening, out-of-pocket expenses, etc. While the urban poor are highly susceptible to infectious disease, they also bear the burden of non-communicable diseases due to their dietary practices.

     

    To address this widening gap, the government has launched several programs for strengthening primary health care services in Urban India – National Urban Health Mission, National Health Policy (2017), and Fifteenth Finance Commission (XV FC). Despite these efforts, there is a need to draw policy and investment focus as well ensure implementation of national programs in the Urban Primary Health Care landscape. PATH is providing Technical Assistance to states for improving access to primary health care services in select urban geographies. Under this goal, PATH will support the selected urban geographies with the following:

    1. Enhance the accessibility of primary health care services through Technical Assistance for implementation of National Urban Health programs and Quality Standards in Health and Wellness Centers.
    2. Strengthened capacity, efficiency, and resilience of the health systems.
    3. Catalyze community engagement for healthcare systems.

     

     

    ABOUT THE POSITION

    PATH is seeking a Policy and Planning Specialist, for PATH’s Urban Health program in select States. Key responsibilities include conceptualizing Key Urban Health interventions and delivering Technical Assistance to state government.

     

     

    RESPONSIBILITIES:

     

    • Strategic support in policy and planning activities for urban health interventions in the state
    • Lead analysis of existing urban health systems in the state to identify bottlenecks at the policy and systemic level.
    • Conduct needs assessment for urban health with various stakeholders in the state and districts to support the state leadership in identification of local problems and devise innovative solutions to address local issues
    • Lead the conceptualization of state-specific strategy for strengthening Urban Primary Health Care with PATH team under the guidance of State leadership and key state stakeholders.
    • Support conceptualization and delivery of technical assistance to the state for rollout of key Government Urban Health Programs as well as project activities in healthcare facilities across the state.
    • Support the efforts of state team in conceptualizing and designing long-term roadmap for the implementation of Urban health strategy.
    • Support state leadership in development of NHM PIP and unlock the resources especially in urban primary healthcare domain.
    • Strategic support and lead efforts to coordinate with NHM divisions and other departments for effective and efficient implementation of XV-FC and PM-ABHIM provisions.
    • Liaise with state leadership, various key stakeholders and other development partners to undertake activities envisaged under the project.
    • Provide techno-managerial support for planning and implementation of project activities through evidence-based decision making
    • Undertake other tasks which may be assigned from time to time by the national or state leadership

     

     

    Required Skills Required Experience

     

     

    • MBA/MPH/MHA/PGDHM from a reputed university or Higher-level qualification, preferably in public health or in another relevant field.
    • At least 5-7 years of experience of working in public health sector focusing on policy and planning
    • Previous experience of providing strategic technical assistance at national or state levels in a similar role is preferred
    • Prior experience of working in primary healthcare settings is desirable
    • Technical knowledge and field experience of planning and implementation in public health programs
    • Experience with INGOs in the health sector and/ or Ministries of Health, government is preferable.
    • Familiarity with Indian public health system, flagship initiatives in health sector and relevant government policies/ strategies particularly NHM, Ayushman Bharat Health & Wellness Centers, PM-ABHIM, XV-FC etc.

     

    SKILLS/ ABILITIES

     

    • Self-starter and committed to performing their duties with a high degree of autonomy and independence in line with project goals and objectives.
    • Strong written and oral communication and presentation skills in English and Hindi
    • Management skills, ability to create synergies, interpersonal skills to fulfil the diverse technical and managerial requirements of the project.
    • Demonstrated ability to effectively collaborative in a matrix organizational structure.
    • Demonstrated ability to work in a multi-site team-based organizational structure, including partners and other collaborators.
    • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point, Outlook & Web surfing to search relevant data & documents.
    • Ability to handle a variety of assignments under pressure of deadlines
    • Ability and willingness to travel up to 30 % of his/her time
