    WORKING TITLE: PROGRAM OFFICER- RESTORATION OF ESSENTIAL HEALTH SERVICES

    PATH is currently recruiting for a Program Officer, Restoration of Essential Health Services to contribute to the implementation of the Support TB Control Efforts in Ukraine (STBCEU) project funded by USAID. This position is contingent on hire, pending USAID’s approval of expanded implementation and assistance to Ukraine’s health system. If funded, the position will be active through March 31, 2024. Employment after that date is subject to the availability of funds.

     

     

    Program Officers will undertake their duties in collaboration with the STBCEU Chief of Party and Recovery & Restoration Coordinator. They will closely collaborate with the Government structures (Ministry of Health, Public Health Center, local state administrations, etc.), and national and international partners. Program Officer will be facilitating the implementation of project activities related to the restoration of essential health services in Ukraine in the two main pillars: protection access to communicable disease services and immediate restoration & rehabilitation.

     

    RESPONSIBILITIES:

    • Lead technical implementation of recovery activities.
    • Contribute to strategic planning of overall recovery activities.
    • Manage the delivery of project outputs.
    • Supervise consultants and ensure the quality of their deliverables.
    • Collect information, producing and disseminating reports and documents as required.
    • Maintain daily communications and working relationships with Government structures, civil society stakeholders, and international partners.
    • Prepare reports on the recovery activities for the donor or other stakeholders.
    • Communicate successes and new developments to donors, project stakeholders, and key partners and actively brief them on opportunities for cooperation.
    • Garner support from the potential donors by organizing a donor conference, bilateral meetings, on-site visits, and meetings with local and regional authorities and civil society beneficiaries.
    • Develop and strengthen relations with NGO networks, donor coordination, and Government partnerships.
    • Monitor trends and new developments in resource allocations and new opportunities and prepare proposals for accessing new funding.

     

    Required Skills Required Experience

     

     

    • Extensive training in public health, epidemiology, or infectious diseases
    • Experience in working with emergency response in Ukraine under the supervision of the Chief Sanitary Doctor and the Deputy Minister of the MOH for 3 years.
    • Up to 5 years of work experience in public health.
    • Experience working with the Ministry of Health of Ukraine and the Public Health Center as an Adviser to the Minister and the Chief Sanitary Doctor.
    • Demonstrated capacity to function as a technical expert for COVID-19 with the Ministry of Health of Ukraine: liaison with relevant government agencies to ensure effective communications and coordination are in place to facilitate the effective implementation of COVID-19 response measures.
    • Extensive experience in coordination of multiple partners and implementation of the Donor Action Plan countrywide.
    • Fluent in Ukrainian, both verbally and in writing.
    • Strong organizational and management skills.
    • Professional command of English.
