    ABOUT THE PROJECT

     

    In providing for enhancing public health in the country, Fifteenth Finance Commission (XV FC) has allocated Rs. 70,051 Cr. for health grants through local governments for 2021-26. These grants are to be used for (i) conversion of rural sub-centres and primary healthcare centres (PHCs) to health and wellness centres (HWCs), (ii) support for diagnostic infrastructure for primary healthcare activities, and (iii) support for urban HWCs, sub-centres, PHCs, and public health units at the block level.

     

    Further Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM ABHIM) has been initiated to focus on building India's critical healthcare infrastructure at the local level over the next few years. It intends to strengthen primary, secondary, and tertiary care health systems, as well as to expand existing national institutions and establish new ones to address the diagnosis and treatment of new and emerging diseases.

     

    PATH is providing Technical Assistance (TA) to the National and State Governments for supporting the implementation of various activities under National Health Mission, 15th Finance Commission (FC-XV) – Health Grants and Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM ABHIM). The TA will be structured to support the states in delivering effective, safe, and designing quality health interventions for its population and developing strategic policy frameworks to achieving the mission goals and objectives. Against this, PATH will contribute to improve the functioning of the states’ health workforce, identify new challenges and priorities, and efficiently use available resources to meet and contribute to the national and states’ public health priorities.

     

    This position requires to undertake travel based on the requirement and to support states, if required in the subject matters of procurement/contracting.

     

     

    DUTY LOCATION: New Delhi with extensive travel to states

     

     

    ROLES AND RESPONSIBILITIES:

     

    • Support National and State Governments, and other implementing agencies for PM-ABHIM and FC-XV health sector grants in designing the selection and contracting processes based on the principles outlined by the Governments.
    • Estimate resources required for contracting and support the Government upon requests to budget financial resources in the program plans accordingly
    • Support PATH and states where request is received in development of project design, procurement plans and prior reviews bidding/request for proposal, bid/technical evaluation reports and contract documents during implementation and post review of contracts.
    • Prepare and monitor procurement work program and budget allocation for the components being supported under PM ABHIM and XV FC health grants.
    • Co-create monitoring and verifications frameworks with the M&E officials to assess the progress of implementation
    • Develop manuals and mechanisms to on-board the service providers who are selected
    • Coordinate with the State Technical Support Units (TSU) to ensure compliance to state procurement norms and regulations
    • Work closely with projects team to understand and analyze the details of procurement requirements
    • Any other work assigned by the reporting manager with respect to the procurement functions for PATH projects.

     

     

     

    Required Skills Required Experience

     

    • Good working knowledge of GFR-2017, GeM portal and state procurement norms and processes.
    • Should display strong interpersonal and organizational skills and have excellent written and verbal skills
    • Should hold a strong numerical, logical and analytical aptitude and display strong negotiation, management, and decision-making skills
    • Should have good command over MS Office applications such as MS Word, MS Excel and MS PowerPoint Presentation
    • Should demonstrate deep problem-solving abilities and be competent enough to deal with high levels of ambiguity
    • Should be willing to take initiative and responsibility and be able to work under pressure.
    • Should be able to travel for work
    • Ability to handle high pressure, multitask and respond to ad hoc requests

     

     

    QUALIFICATIONS

     

    • Master’s degree or higher qualification in a related field such as public procurement, public health administration, or public administration
    • At least 5 years of professional experience in procurement and contracting both in government and private sector settings in India
    • Prior experience working in government contracting for service delivery and public-private partnerships, especially in the public sector. Prior experience of working with National Health Programs is desirable
    • Strong knowledge of the concepts, principles and practices which govern procurement, the contracting of consultant services, technical specifications in and development of public procurement policies, etc
    • Ability to address broad procurement issues at state and country level
    • Strong understanding of critical linkages and relationships among state offices and service providers
    • Strong collaboration skills and ability to work in cross functional teams
    • Strong command on English and Hindi would be desirable
    • Strong communication skills, including development of compelling presentations with the ability to translate technical content and results into formats suitable for various audiences
