    PATH is a global health organization dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

     

    The global health sector is undergoing a digital transformation in its ongoing commitment to solve health challenges and increase health equity. Our work focuses on supporting countries in using data and digital tools and approaches to accelerate and amplify their health investments, achieve their health outcomes, and increase health impact. An important driver and component of that work is the digital transformation of global health. The Center of Digital and Data Excellence (CoDE) works with government ministries of health, the private sector, and donors to improve the use of digital technologies and data for improved health services.

     

    The CoDE team houses Digital Square, which is a global initiative supported by PATH and funded by multiple donors, including the United States Agency for International Development (USAID) and the Bill and Melinda Gates Foundation, to invest in and mature the field of global digital health to realize this promise. We are maturing the field by improving coordination and alignment of both the donors that fund digital health projects and the community that implements them. We are improving the open-source digital health software ecosystem and the capacity of governments to choose, maintain, and use these global goods. This increased coordination and matured software ecosystem will allow low- and middle-income countries to effectively manage their own regional and country digital health systems, thereby reducing reliance on development technical assistance over the longer term and improving health impact.     PATH is recruiting a Regional Director of Digital Health to provide leadership, management, and digital health expertise to our Francophone Africa project portfolio. 

     

    RESPONSIBILITIES:

    • Provide vision, overall leadership, and oversight to staff focused on digital health in the Francophone Africa region to ensure quality implementation of the projects.
    • Uphold the standards of PATH to lead a high performing team, and ensure strict compliance to donor and PATH policies, regulations, and internal controls.
    • Demonstrate experience working in diverse low-resource settings with multi- dimensional teams and stakeholders.
    • Demonstrate experience working with governments and supporting government’s vision in developing and implementing digital health programs, policies, and implementation processes

     

    Technical knowledge of digital health

    • Provide credible, articulate, and demonstrated expertise in the following:
      • Introduction and scaling of digital technology in low- and middle-income countries.
      • Application of digital technology to strengthen health systems and services.
      • Knowledge across a spectrum of digital health activities (e.g., health information systems, electronic medical records, consumer-facing applications, patient care).
      • Design, development and advocate for the adoption of globally recognized standards in digital health strategies and policies
    • Provide technical assistance to countries on the design and deployment of digital health infrastructure providing advice to governments, teams, and donors on a variety of subjects including but not limited to:
      • The identification and use digital health solutions using open standards and global goods
      • Enterprise Architecture and Health Information Systems (HIS) design
      • Policy framework and standards around digital health policy and cost models to ensure sustainability of the policy
      • Working knowledge of digital and data standards such as HL7 and FHIR
    • Foster harmonization of interoperable architectures to support communication between and among digital systems and promote technology standards to improve health system performance.
    • Collaborate with project staff to support and promote the establishment of guidelines, review data systems, and oversee adherence to the Digital Implementation Investment Principles, eHealth strategies, and standards.
    • Champion data use across different levels of the health system in the Francophone Africa region.
    • Review technical materials to ensure high-quality

     

    Client management

    • Represent PATH and build and maintain productive relationships with donors, project partners, and national government counterparts.
    • Lead collaboration and network development activities with national, regional, and global partners.
    • Assist project directors with national level client management and resource mobilization.

     

    Strategy development and execution

    • Lead development of digital health strategies at regional, country, and/or project levels
    • Monitor and anticipate the evolving needs of digital health networks in the region and position PATH to respond to those needs.
    • Execute digital health strategies to grow programming and impact regionally.

     

    Thought leadership

    • Represent CoDE and Digital Square at workshops, conferences, and other events.
    • Publish and share thought leadership pieces widely to regional and global audiences.
    • Present at global and regional conferences on key digital health technical areas and projects.

    Required Skills Required Experience

     

    • Minimum of 10 years of professional experience in low and middle income countries leading health information systems, digital health, or eHealth implementation.
    • Master’s degree or higher in relevant field of study (e.g. public health, information sciences, data science, nutrition, or related areas).
    • At least 10 years of demonstrated experience in leadership of U.S. government–funded digital health projects or other bi/multi-lateral funded programs.
    • Demonstrated experience managing programs that flexibly respond to unanticipated crises or developments.
    • Experience building and maintaining partnerships with other projects, local organizations, host country governments, and international agencies.
    • Strong interpersonal, written, and oral communication skills in English and French required.

     

    REMOTE WORK:

    PATH continues to evolve to support our employees during the COVID-19 pandemic. Currently, most of PATH’s US based positions are temporarily 100% remote, within commuting distance to our PATH offices. When PATH transitions more broadly to in-person work, we will operate with a hybrid workplace model. Hybrid employees must reside within commuting distance to one of our PATH offices. PATH’s US offices are located in Seattle, WA and Washington, D.C.

     

    COVID-19 VACCINE REQUIREMENT:

    PATH has instituted a COVID-19 vaccine mandate for all employees, interns, consultants, and temporary staff based in the United States. Individuals selected for job opportunities in the United States must be fully vaccinated, and show proof of vaccination status, upon hire. Individuals are considered fully vaccinated 2 weeks after their second dose in a 2-dose series, such as Pfizer or Moderna, or 2 weeks after a single-dose vaccine, such as Johnson & Johnson. Individuals with medical issues or sincerely held religious beliefs that prevent them from getting the vaccine may request an exemption from the vaccine requirement.
