    PATH’s Center of Digital and Data Excellence (CoDE) is committed to scaling Information and Communication Technology (ICT) in the low and middle-income countries. Our work spans the entire software development lifecycle from analysis of information systems to deployment and long-term use of those systems. The Digital Health team at PATH works with government ministries of health, information and communication technology companies, the global health sector, and donors to improve the design, development, interoperability, and implementation of management information systems.

     

    Digital Square, an initiative within CoDE, is one of PATH’s innovative responses to Global Health challenges to be a driver of change. Conceived from the lessons of the inefficiencies and redundancies of investments in digital technologies—including mistakes made during the Ebola response—the initiative will bring global and regional actors together to create a new way of thinking about, and a new way of doing, development.

     

    PATH is currently recruiting for a MONITORING & EVALUATION (M&E) OFFICER for its Digital Square team. The M&E Officer will work closely with the Senior Manager – Learning and Impact to advance critical M&E activities across Digital Square with a focus on our country and regional implementation work. The M&E Officer will lead the development and implementation of M&E plans and learning activities in close collaboration with country stakeholders and implementation teams to support ongoing learning, iteration, and adaptive management for improved efficiency and effectiveness.

     

    RESPONSIBILITIES:

     

    Lead the development and implementation of M&E frameworks and plans:

     

    • Create project-specific M&E frameworks (or theories of change) and plans in close collaboration with implementation teams, country governments, software developers, donors, end users / communities, and other relevant stakeholders.
    • Develop output, outcome, and impact indicators that support project measurement objectives.
    • Ensure project-specific M&E plans are aligned to Digital Square’s initiative-level M&E plan.
    • Design data collection tools and data management systems aligned to the M&E plan.
    • Liaise with Digital Square team members and partners to collect relevant data.
    • Conduct routine data cleaning, analysis, and visualization of M&E indicators.
    • Support the design and implementation of evaluations or research activities, as necessary.
    • In partnership with the Digital Square communications team, package and share results with target audiences.
    • Promote the use of data for decision-making.

     

    Design and lead learning activities:

     

    • Support the development of project-specific learning agendas.
    • Design and implement learning activities to answer the learning questions (e.g., pause and reflect sessions, literature reviews, data review meetings, After Action Reviews).
    • Support synthesis and documentation of lessons learned across the initiative, in collaboration with other Digital Square M&E staff.
    • Support uptake and use of learnings for adaptive management.

     

    Support proposal development and donor reporting:

     

    • Drive the development of M&E sections and M&E plans for concept notes and proposals.
    • Draft reports to support donor M&E reporting requirements.

     

    Contribute to M&E thought leadership at PATH and beyond:

     

    • Contribute to the PATH Monitoring, Evaluation, and Learning Community of Practice.
    • Engage with local and regional M&E organizations, as relevant.
    • Stay curious and learn about best practices and developments in the field of M&E.

     

     

    Required Skills Required Experience

     

     

    • Master’s degree required in public health, monitoring and evaluation, epidemiology, social science research or a related field or equivalent combination of education and experience.
    • At least 4 years of experience in monitoring and evaluation of health or development programs.
    • Demonstrated skills in developing results frameworks or theories of change, developing and managing M&E plans and systems, facilitating learning activities, and communicating results.
    • Knowledge of M&E donor reporting processes required, experience with M&E for USAID-funded projects preferred.
    • Team-focused and collegial with the ability to interact with diverse colleagues and facilitate strong working relationships; adept at working closely with others over geographical distance.
    • Excellent written and oral communication skills in French and English; diplomacy in communicating with a broad and diverse audience.
    • Proficient in Microsoft Office software suite, and ability to learn SmartSheet.
    • Strong organizational skills, high level of attention to detail, and effectiveness under deadlines.
    • Ability to travel up to 20% in country and internationally.

     

    PREFERRED SKILLS AND EXPERIENCE:

    • Experience evaluating digital health interventions or using digital tools for M&E.
    • Experience applying qualitative analysis methods and software (ATLAS.ti, NVivo, or similar)
    • Experienced user of a statistical software package (SPSS, EPI-INFO, STATA, SAS, R or similar), including biostatistics training.
