    Our growing EOC-Malaria portfolio aims to strengthen epidemic preparedness and response through reinforcing Emergency Operations Centers’ (EOCs) capacity, while also supporting disease surveillance and the digital health transformation. The DRC EOC malaria project, conducted in partnership with DRC’s Ministry of Health, aims to equip DRC’s EOC to provide a platform for data integration and visualization systems across health programs, with a specific focus on malaria and polio, increasing the use of data to plan, implement, and monitor malaria interventions across the country and ensuring polio response is sustained and effective.

     

    PATH is seeking a Project Officer to support the DRC EOC-Malaria team to build and manage strong relationships with key stakeholders involved in epidemic preparedness and response, malaria control and polio response in the DRC, including relevant government entities, local/international NGOs, bilateral/multilateral agencies, and donors. He will report to the Malaria Program Lead in the DRC, along with a dotted line reporting to the Malaria and Public Health Emergencies Project Director, based in Geneva.

     

     

    RESPONSIBILITIES :

     

    In particular, the Project Officer will:

     

    EOC BLUEPRINT AND ROADMAP FOR INTEGRATED AND COORDINATED EMERGENCY RESPONSE:

     

    • Monitor progress of the National Public Health Institute (NPHI) establishment in DRC, with a specific focus on the Public Health Emergency Operations Center and surveillance. This will include ensuring PATH is represented in relevant meetings and working groups that aim to define the NPHI’s structure, roles, and responsibilities.
    • Identifying and building strong relationships with partners involved in supporting DRC’s Ministry of Health’s vision for data sharing, integration, analysis, and visualization architecture.
    • Producing regular reports on ongoing discussions between key stakeholders; and positioning PATH as a key partner for an integrated and coordinated emergency response in DRC.

     

    DRC EPIDEMIC PREPAREDNESS AND RESPONSE RETROSPECTIVE EVALUATION:

     

    • Work with the lead consultant for the DRC Epidemic Preparedness and Response retrospective evaluation to provide inputs into the assessment protocol based on DRC epidemic preparedness and response environment, with a focus on the domains of governance (coordination), financing, and data (collection, analysis, and integration).
    • Facilitate identification and retrieval of relevant documents from previous emergency response experiences to inform the lead consultant’s desk review.
    • Review and provide input on draft interview guide; Help identify relevant key informants and organize and conduct interviews of relevant stakeholders in the DRC.
    • Share typed notes of all interviews with lead consultant; Attend regular check in calls; Review and provide inputs to draft report/slide deck (developed by lead consultant) summarizing findings from the assessment.

     

     

     

    Required Skills Required Experience

     

     

    • Master’s degree or higher in public health, medical sciences, or other related area or equivalent combination of education and experience.
    • At least 5 years of relevant experience in the implementation and management of health projects focused on health security, or disease surveillance, including in support of specialized Ministry of Health departments or programs, preferably the National Malaria Control Program, the Polio EOC or the Epidemiological Surveillance Directorate.
    • Excellent knowledge of the DRC health system, the organization of the DGLM, the DSE and national disease surveillance strategies.
    • Experience with or knowledge of Digital Health tools and strategies
    • Previous experience in qualitative data collection and management.
    • English fluency is preferred.
