PATH has a proven track record in mobilizing stakeholders and building the capacity of the Senegal Ministry of Health and Social Action (MSAS) in their efforts at all levels to improve the efficiency and effectiveness of the country’s health system.

     

    The Monitoring, Evaluation, and Learning (MEL) / Quality Improvement (QI) Officer will support a USAID Urban Health project (pending funder approval) designed to improve reproductive, maternal, newborn, and child health (RMNCH), family planning, nutrition, malaria, and WASH activities in the most vulnerable urban and peri-urban districts of the Dakar region. The Urban Health (UH) project will strengthen the quality of routine health services, strengthen linkages between facility- and community-based services, leverage private sector resources and services, improve the capacity of the Ministry of Health (MOH) to utilize and oversee private providers, and develop interventions and innovations to tackle root causes of health disparities in urban zones.

     

    Reporting to the MEL Director, the MEL/QI Officer will support the implementation of the project MEL plan and quality improvement activities in collaboration with project staff and partners. S/he will manage project performance data, including collecting data from partners across the three districts, supporting data entry, analysis, and quarterly/annual reporting to USAID. S/he will provide technical assistance on data use, triangulation of routine data and community data, including data from client feedback systems, to inform quality improvement. S/he will contribute to the MEL approach for the innovation sub-grants RFP, oversee technical components, capacity building/technical oversight, and performance monitoring/milestone achievement on sub-grants. This position will be based in Dakar.

     

     

    KEY RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:

     

    Contribute to implementation of the MEL plan:

    _ _

    • Ensure existing data sources including routine information system (e.g., DHIS2) are leveraged and enhanced, liaise with, districts, the MoH (or relevant ministries) and private sector regarding health sector data collection.
    • In close collaboration with project staff, partners, and districts, collect data and maintain the data system for program monitoring data, establish baselines for relevant indicators.
    • Analyze and visualize data on inputs, outputs, outcomes and impact of the program, using data dashboards and other relevant data visualization tools.
    • Contribute to team/ partner trainings to ensure data quality at each step of the project data management system (source, collection, collation, analysis, reporting, use).
    • Contribute to annual work plans by supporting the development of annual project monitoring and evaluation plans, setting annual targets, and developing activities to strengthening project and stakeholders’ ability to collect, clean, report, analyze, and use programmatic data.
    • Support reporting processes amongst technical staff, including gathering activity implementation information and updates from partners and consolidating program reports. Prepare responses to USAID for regular and ad hoc reporting requirements.

     

    Support continuous learning and adaptation:

    • Contribute to the development and implementation of the project learning agenda, including monitoring progress, synthesizing findings, and disseminating learnings to project stakeholders.
    • Perform assessments/studies/ implementation research requiring independent analysis and interpretation, on a regular and recurring basis.
    • Contribute to the development and implementation of a framework for rapidly testing the feasibility and effectiveness of urban innovations supported through innovation subgrants.

     

    Implement quality improvement activities:

    • Work with, districts, MOH and partners to identify and leverage suitable quality improvement mechanisms, enhance them (as needed) to capture specific project aspects related to program quality.
    • Provide TA to the implementation districts on data use, triangulation of routine data and community data, including client feedback systems.
    • Contribute to the development and institutionalization of rapid data review and feedback cycles to ensure the project uses evaluation and routine data to inform activity planning and evidence-based implementation.
    • Conduct data quality audits.

     

    Required Skills Required Experience

     

    • Master’s degree in public health, statistics, or related field preferred.
    • A minimum of 5 years relevant experience in monitoring and evaluation of complex health projects, knowledge management and dissemination, and program design and learning.
    • Strong experience in using routine information systems.
    • Proven expertise in quantitative data analysis and data visualization, public health evaluation, reporting, and conducting data quality assessments.
    • USAID project M&E experience highly desired, including experience implementing data collection systems to track performance per project objectives.
    • Experience and proficiency in writing reports for monitoring and reporting on project indicators.
    • Demonstrated capacity to work collaboratively with fellow team members, and members of other complementary teams.
    • Outstanding written and oral communication skills in French and mid-level English and demonstrated track record of producing high quality, well-written deliverables in a timely fashion.
    • Previous experience working on monitoring and evaluation of RMNCH, family planning, nutrition, or WASH projects is highly desirable.
    • Competency in MS Office Suite.
