    The primary objectives of the new project are to:

     

     

    • SUPPORT STRENGTHENING THE CAPACITY OF THE AGENCE NATIONALE D’INGÉNIERIE CLINIQUE D’INFORMATION ET D’INFORMATIQUE DE SANTÉ (ANICIIS) to enable the Ministry of Health (MoH) to effectively govern digital initiatives that are intended to reduce disease burden and increase health system efficiencies. Support improvements to planning capacity to ensure that digital initiatives respond to DRC-specific health system needs and are sustainable. Support in establishing policy and governance frameworks protects the rights of DRC citizens while enabling data sharing to meet public health objectives. Ultimately, strong country-led digital and data governance will support the health system to improve service delivery and increase the capacity of DRC’s health workers.
    • DEVELOP A COSTED INVESTMENT ROADMAP FOR DIGITAL HEALTH STRATEGY IMPLEMENTATION to strengthen country ownership and leadership of the digital transformation of the national health system. The roadmap will inform and align external and internal donors and investors alike to respond to DRC leadership priorities for digital transformation, increasing ownership, sustainability, driving to improved health outcomes and supporting DRC on its journey to self-reliance. The costed roadmap includes a detailed, budgeted planning tool to align stakeholders behind a holistic strategy for implementing digital initiatives. This will result in increased and improved investments in data systems and data use to strengthen the MOH’s ability to take evidence-based actions, ultimately improving health system outcomes and increasing system efficiencies.

     

     

    PATH is currently recruiting for a full-time Senior Technical Advisor who will support the Digital Square Project in the DRC. The Senior Technical Advisor (STA) will support the scale up of a new USAID-funded initiative to guide digital initiatives as they support health systems and improve disease outcomes in the DRC.  The STA will work closely with PATH DRC Country Director under technical leadership of PATH Digital Health Regional Director from the PATH Tanzania Office and within a growing digital health team in DRC.  

    SPECIFIC DUTIES AND RESPONSIBILITIES:

    • Provide overall technical leadership to new PATH led, USAID-supported Digital Square project
    • Provide technical support to enable ANICiiS to provide digital health strategic and technical services across the government.
    • Support ANICiiS to use digital health technologies (for example, health information standards, data processing and visualization, health informatics, and data privacy/security).
    • Identify potential private sector or association experts to augment capacity building initiatives of ANICiiS to evaluate enterprise-level software.
    • Conduct needs assessment to identify ANICiiS technical and institutional needs. Provide technical support and ongoing mentoring to ANICiiS in institutional strengthening (e,g, financial management, risk/compliance management, and USAID practices, etc.)
    • Provide support to the capacity building effort by supporting MoH officials to participate in the Digital Health Applied Leadership Program (DHALP).
    • Augment as necessary existing landscape analyses based on literature on data use and data systems in DRC.
    • Work with ANICiiS to develop a detailed and costed investment roadmap for the implementation of the PNDIS2.
    • Support the MoH and ANICiiS to hold a series of workshops to prioritize investments in the costed roadmap.
    • Support ANICIIS in the development of PNDIS2 implementation plan based on the prioritization workshops.
    • Provide programmatic and financial oversight of the Digital Square project in DRC.
    • Ensure timeline implementation of the project in line with the deliverables and timelines outlined in the workplan.
    • Serve as the primary Digital Square point of contact in DRC ensuring regular communication and collaboration with the Digital Square team regionally and in the US.
    • Serve as the primary point of contact for Digital Square with the USAID/Mission, in coordination and consultation with the appropriate Digital Square team members.

     

     

    Required Skills Required Experience

     

    • Degree in digital information systems or related subjects, masters preferred.
    • Knowledge of digital health landscape in DRC
    • Digital health experience in DRC
    • Good facilitation skills with ability to communicate with technical and non-technical audience.
    • Experience in development of digital health strategy or roadmap
    • Good communication skills
    • Ability to establish good working relationships with people of all levels within and outside the government.
    • Fluency in both French and English desirable
    • Experience with USAID desirable

     

    Must have legal authorization to work in DRC.
