PATH works with national malaria control programs in Africa to scale up interventions to reduce the burden of malaria, as well as to generate evidence and support planning for new strategies to accelerate elimination. The focus is on improving the collection, reporting and use of malaria surveillance data to enable rapid, accurate and rational decision-making to maximize the impact of interventions. 

As part of its support to the Ministry of Public Health through its growing malaria portfolio in DRC, PATH is currently recruiting a Surveillance, M&E Officer who will be part of the DRC PATH M&E Team. S/He will lead the implementation of surveillance and M&E activities related to the PATH DRC Malaria and Neglected Tropical Diseases program at Haut-Katanga level. The Surveillance and M&E Officer will work under the joint supervision of the Technical Program Officer based in Lubumbashi and the Malaria M&E Manager based in Kinshasa. 

This position aims to reinforce the provincial NMCP’s surveillance, M&E’s interventions through MACEPA IV’s scope. 

RESPONSIBILITIES:

ESSENTIAL DUTIES/TASKS AND RESPONSIBILITIES: 

• Lead the MACEPA IV surveillance and M&E (including digital area)’s scope at Haut-Katanga level 
• Work closely with the provincial NMCP team to strengthen capacity to implement the provincial NMCP’s comprehensive Malaria Surveillance, Monitoring and Evaluation activities plan
• Provide technical support to provincial NMCP to strengthen staff capacity at the provincial, health zone and health facility levels in malaria SME, including data collection, quality, analysis, reporting and use
• Provide technical assistance to provincial NMCP and provincial Health information office to conducting data quality audits
• Strengthen the provincial NMCP’s capacity to manage large quantities of data, ensure data quality, undertake analyses, and prepare targeted reports at different audiences, including monthly analyses, quarterly and annual reports
• Conduct the provincial NMCP surveillance, monitoring and evaluation’s capacity assessment and develop/implement the capacity building roadmap to follow up on the assessment’s recommendations
• Support all ongoing project’s assessments
• Support the implementation of the project SME innovative approaches
• Manage the project provincial-level's issue log
• Contribute on the capacity building of health zone data managers on the data life-cycle management
• Support the health zone management team with the establishment of the monthly desk data quality review (DHIS2) and follow up of the data correction into the DHIS2
• Support the NMCP's efforts to decentralize the use of Dashboard in Haut-Katanga province
• Support the NMCP's efforts in the digitization of case management and malaria surveillance at the community level
• Support the strategies for the integration of private structures into the DHSI2 planned by the DSNIS and the PNLP in Haut-Katanga province
• Support project performance measurement, progress reporting, project mid-term review and final evaluation
• Organize refresher training on M&E for partners as required
• Manage lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings
• Participate in the designing, development and implementation of surveys planned or suggested in the MACEPA IV project
• Keep abreast of new approaches and tools on M&E, and provide training to PNLP staff asrequested 
• Provide technical assistance to the provincial NMCP and partners in design, implementation, and dissemination of provincial SME activities
• Participate in the relevant provincial SME technical working groups and identify new opportunities for technical assistance and collaboration with NCMP and SME stakeholders
• Provide technical support to the provincial NMCP to implement standard tools and approaches for PATH-supported SME activities
• Support the monthly data collation for the PATH reports
• Support any other tasks

LEADERSHIP AND MANAGEMENT: 

• Work closely with the provincial MACEPA IV program officer to prepare the provincial work plans, activity budgets and monitor work plan performance in collaboration with the national level
• Ensure timely project reporting and participation in relevant project meetings
• Engage with provincial key stakeholders on Surveillance, M&E related aspects: Represent the project in the provincial level as needed, Coordinate with local representations of the MoH and other technical organizations for efficient technical assistance and leveraging limited resources, Develop and maintain trusting, professional and cordial relationships with SME stakeholders to promote a culture of collaboration, coordination, communication, and learning and Contribute to other partner-led activities that advance the province’s malaria strategic goals and objectives.

Required Skills Required Experience

Preferred knowledge, skills, and abilities: 

• Knowledge with US-funded projects and the ability to coordinate effectively with the provincial MoH departments and other technical organizations.
• Prior experience working in malaria program, disease surveillance or health information systemsprior experience working in malaria area 
• Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions
• Knowledge in designing M&E systems designing and experience in implementing M&E systems
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
• Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, or impact) and data collection and analysis methodologies
• Knowledge in planning and managing surveys
• Experience in developing and refining data collection tools
• Experience with data quality assessments and oversight
• Team player with the ability to work in a fast-paced environment
• Ability to be flexible to handle multiple priorities and to work limited overtime as necessary
• Outstanding professionalism in providing support, including ability to exercise good judgment, discretion, tact, and diplomacy
• Superior interpersonal skills including courtesy, professionalism, and a cooperative attitude
• Proficiency in MS Office package (Word, PowerPoint, Outlook, Excel) and at least intermediate level of one of statistical software Epi Info, Stata, R or Tableau Software

Minimum Requirements: 

• Bachelors or advanced degree in Public Health, Medicine, Statistics, Information Management, Demography, Social Sciences, or related field
• Minimum 3 years’ experience in SME of infectious diseases (especially malaria) or other health programs
• Understanding of DRC health information system
• Familiarity with the national DHIS2
• Strong experience in health data life-cycle management
• Strong experience in data quality assurance and assessment
• Excellent experience in project performance’s measurement and management
• Excellent verbal, interpersonal and written communication skills
• Fluency in French, and intermediate level in English
• Ability to work with minimum supervision.
