With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

     

    Digital Square, which is a global initiative, supported by PATH and funded by multiple donors, including United States Agency for International Development’s (USAID) and the Bill and Melinda Gates Foundation, to invest in and mature the field of global digital health to realize this promise. We are maturing the field by improving coordination and alignment of both the donors that fund digital health projects and the community that implements them. We are improving the open source digital health software ecosystem and the capacity of governments to choose, maintain, and use these global goods. This increased coordination and matured software ecosystem will allow low- and middle-income countries to effectively manage their own regional and country digital health systems, thereby reducing reliance on development technical assistance over the longer term and improving health impact. 

     

    In Mali, USAID has allocated funding through the Digital Square initiative to support successful and equitable delivery of COVID-19 vaccines in Mali by harnessing digital tools. Specifically, Digital Square will support the Ministry of Health (MOH) to strengthen use of existing health information systems for management of COVID-19 vaccine campaigns, improve use of data for decision making for COVID-19 vaccine campaign management, strengthen the existing health information system architecture through building of interoperability and governance mechanisms, and support an evaluation of the vaccine campaign in Bamako.

     

    Digital Square is recruiting a consultant to serve as an interoperability architect to provide digital health expertise to support our ongoing efforts in Mali. Specifically, the consultant will advise on the design and development of an interoperability architecture to support the integration of DHIS2 COVID into the overall health information system architecture. The consultant will have experience in the digital health domain and experience in designing, implementing, and executing interoperable health information systems projects and interoperability standards for digital health. The consultant will have experience in the full enterprise lifecycle of large-scale information systems projects, including but not limited to business case refinement, design, implementation, and day-to-day operational support. This consultant will be based in Bamako. 

     

    RESPONSIBILITIES: 

     

    The consultant will work closely with the MOH, providing technical assistance and skill-building in the area of interoperability, ensuring that DHIS2 COVID is prepared and fully integrated into the overall health information system architecture of the country. In addition to the MOH, the consultant will work closely with the Digital Square global team, ensuring application of best practices and use of global public goods for health.

     

    • Key Activities

      • Working with the MOH, design and develop an interoperability architecture to integrate DHIS2 COVID into the overall health information system architecture of Mali using open data standards and open health information exchange architectures
      • Develop materials and implement capacity building efforts related to building the skills of the MOH on interoperability solution design and implementation, using open standards such as FHIR, and engaging the MOH in the OpenHIE community
      • Provide technical advice to the MOH on the development of governance structures for interoperability, including data sharing agreements and other needed processes to ensure data security and privacy
      • Provide technical advice to MOH and technical partners in the development of standards-based vaccine certificates
      • Participate in discussions on overall harmonization of national interoperability architectures in support of communication with and between digital systems, and technology standards to improve health system performance
      • Support the development of roadmaps or plans related to DHIS2 COVID integration into the overall health information system architecture of Mali
    • Cross-cutting activities

      • Submit weekly plans outlining priorities for the week
      • Actively coordinate with Digital Square sub-recipient, collaborating regularly
      • Provide inputs as requested to project reports.
      • Participate in relevant activities and workshops as appropriate and requested
      • Attend regular calls with Digital Square and USAID, and ad hoc calls as requested
      • Work closely with Digital Square team members and the donor to communicate challenges, bottlenecks, solutions, and successes. Generate required reports and other deliverables as needed
      • Promote values of user-centric design methodologies and use of standards for service and applications

     

    DELIVERABLES: 

     

    • Draft interoperability architecture for DHIS2 COVID
    • Training materials and coaching plan to build MOH skill on interoperability solution design and implementation, and use of open standards such as FHIR
    • Draft documentation of governance structures for interoperability, including data sharing agreements and other needed processes to ensure data security and privacy
    • Inputs to the DHIS2 COVID roadmap
    • Meeting notes/brief summaries from activities, workshops, and meetings with the MOH and/or implementing partners
    • Monthly progress reports

     

    PERIOD OF ASSIGNMENT AND EXPECTED LOE:

     

    It is anticipated that the consultancy will be from February 1, 2022 – July 31, 2022. The level of effort expected is 95 days.

     

    Required Skills Required Experience

     

    • Graduate degree in IT, computer science, software development, management information systems, business administration, or similar proven work experience
    • A minimum of 10 years of experience in at least two of the following industries: health information systems, solution architecture, IT management, or equivalent information system design, development, and administration
    • Understanding of the global health context including COVID-19 vaccine distribution and international health architecture such as OpenHIE and or similar.
    • Demonstrably strong solution architectural skills including analytical skills, enterprise architecture, IT architecture and systems analysis, and excellent deductive and inductive reasoning
    • Experience in system design and implementation. Proven ability to understand and engage with technical and software teams preferred (exposure and ability to work within modern development patterns such as agile etc.)
    • Experience with international health interoperability patterns and architectures such as OpenHIE as well as standards such as IHE, HL7 (FHIR), ICD-10, LOINC etc.
    • Experience with one or more of the following: data warehouse systems and data marts, business use, modeling, and the health information systems currently in use in the global health and development landscape (e.g., DHIS2, HRIS, EMR, LIS, LMIS).
    • Strong understanding of the health system in Mali, including the supply chain or logistics management processes. Strong understanding the local digital health landscape.
    • Excellent interpersonal skills and ability to facilitate communication between ICT professionals, health sector professionals, and government stakeholders
    • Ability to translate complex technical topics for non-technical audiences
    • Demonstrated organizational, prioritization, and workload management skills in a high-pressure environment
    • Excellent oral and written communication and presentation skills in English and French
