    RESPIRATORY CARE MANAGEMENT (RCM) PROGRAM-

     

    PATH has been working in the field of oxygen delivery for almost a decade. Our work has brought together advocacy and policy, market development, engineering, product design / innovation, and health system strengthening. PATH globally has provided medical oxygen technical assistance in over 10 geographies including currently in more than 13 states in India. PATH is a key member of the ACT-A COVID-19 Oxygen Emergency Task Force led by the WHO. PATH’s team is made up of both global and country-based experts with in-depth understanding of oxygen ecosystem providing support. We have tools and expertise to support rigorous facility oxygen needs assessments, quantification, costing and oxygen distribution network design and facility selection.

     

    In the last year or so, PATH has coordinated across Ministry of Health, State health departments, district authorities, various facility level functionaries and vendors to address delays and fast track installation of Government of India / PM Cares approved PSA oxygen plants. PATH teams are engaged in daily monitoring of district-wise availability of resources, storage capacity, projection of oxygen inventory requirement, procurement coordination and related market shaping work.

     

    Currently, PATH is working with government officials, donors, and partners to providing technical assistance to more than 13 states on oxygen resources.

     

    Under the project - Sustainable Access to Medical Oxygen: From Pandemic Response to Reliable Long-Term Access, we will be looking for a candidate for below responsibilities and skills:

     

    RESPONSIBILITIES:

     

    “THE PROGRAM OFFICER- BIHAR WILL BE REQUIRED TO UNDERTAKE THE FOLLOWING LISTED ACTIVITIES (INDICATIVE AND NOT EXHAUSTIVE):

     

    PROJECT DELIVERY:

     

    • Acquire a thorough understanding of state government and facility needs and requirements
    • Provide technical assistance to state for operation and maintenance of medical oxygen generation plants/ equipment in the state
    • Conduct vendor coordination for warranty, repair, and maintenance support
    • Support informed decision making at state-level on oxygen management system by identifying critical bottle necks in the oxygen supply system and providing market solutions for the same under the project
    • Conduct rapid facility assessments for auditing gaps and maintenance needs of the medical oxygen production and consumable equipment
    • Support state teams to facilitate capacity building and sensitization sessions for key stakeholders in the state
    • End to End management of the project.

     

    LEADERSHIP AND TEAM MANAGEMENT:

    • Lead a team of assigned members to conduct technical assistance activities for maintenance and operationalization of oxygen equipment setup across the state and ensure proper implementing coordination at state and district level
    • Lead field team to ensure effective on-ground implementation of project and operationalization of plants
    • Undertake close coordination with national team and project internal team for implementation of planned activities in the states
    • Serve as thought partner to project team in problem solving and developing systematic solutions that ensure quality project implementation

     

    KNOWLEDGE MANAGEMENT AND DOCUMENTATION:

     

    • Document key learnings, experience, etc. on regular basis to carve out meaningful knowledge products for wider dissemination
    • Develop training modules, SOPs, Tools, job Aids.

     

    STAKEHOLDER MANAGEMENT:

    • Work in a highly collaborative environment with different stakeholders including the state government, healthcare facilities’ staff, other partners, vendors, OEMs, etc. in the state on regular basis
    • Coordinate relationships across multiple functional areas, third party service providers and other programmatic teams to ensure optimal collaboration with PATH’s other oxygen projects, in particular Operations, to ensure alignment of systems, processes, and initiatives across portfolio
    • Represent PATH and facilitate coordination with concerned supporting departments and units for activities for PESO certification, operation, and maintenance and NABL accreditation
    • Manage relationships with external partners/vendors/ donors/ governments and other stakeholders
    • Work closely with state government counterparts to develop, implement monitor project activities including roadmaps, work-plans, activities, reports
    • He should be able to conduct trainings, make presentations and analyse data for the decision making

     

    MISCELLANEOUS:

     

    • Undertake need-based travel within the state and other geographies as per need of the project
    • Model PATH’s values and people philosophy

     

    Required Skills Required Experience

     

     

    • MBA/MPH/MHA from a reputed university or Higher-level qualification, preferably in public health or in another relevant field such as doctor
    • Advanced degree and/or training in public health
    • 6+ years of progressively responsible leadership roles in the design and/or delivery of public health programs and research with a preference for experience in working on RCM Program in India
    • Recognized public health leader in the state with experience of leading public health program
    • 4-6 years’ experience of leading program operations in a state
    • Experience of managing a team of assigned members for conducting team operations
    • Work with a high degree of autonomy and independence in line with project goals and objectives
    • The candidates must be self-starters and committed to performing their duties with minimal direct and day-to-day supervision
    • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and report on project success criteria results, metrics
    • Manage and coordinate diverse tasks and facilitate relationships among multiple stakeholders
    • Undertake other assignments, which may be assigned from time to time
    • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point, Outlook & Web surfing to search relevant data & documents
    • Fluency in English and ability to converse in local language
    • Available to travel at state and district level up to 50 percent
