    JR 2425 PROGRAM MANAGER – C3 STRAIGHT TO HOME SAN DIEGO, CA 92101 SALARY: Starting at $65,000 annually DOE FULL TIME EXEMPT   PATH is seeking candidates with supervisory experience in social services to join our Community Care Coordination: Straight to Home (C3 STH) Program in San Diego as a Program Manager.

    ABOUT THE C3 STH PROGRAM The Community Care Coordination - Straight To Home (C3 STH) program provides comprehensive care coordination, service navigation, and housing assistance for adults who are incarcerated or recently released from custody, are experiencing homelessness or at-risk of homelessness, and are living with various medical, mental illness or substance use disorders including: chronic health conditions, intellectual or developmental disability, Traumatic Brain Injury (TBI), Substance Use Disorder (SUD), physical limitations, organic brain illness (such as dementia), and/or are considered medically complex. The goals of the C3 STH program are to help clients locate secure housing, increase their self-sufficiency and reduce criminal justice involvement.

    ABOUT PATH Since its foundation in 1984, PATH (People Assisting The Homeless) has pioneered bold and effective approaches to assist people experiencing homelessness. PATH operates services throughout California, connecting our clients to a comprehensive continuum of homelessness prevention, street outreach, employment preparation and placement assistance, individualized case management, supportive services, interim housing, and permanent supportive housing. 

    WHAT IS A PROGRAM MANAGER? Under the guidance of the Program Director, the Program Manager provides clinical leadership and oversight to the C3V STH Program and its staff to ensure the upmost quality of the program and supportive services provided. Responsibilities of the Program Manager include:

    • PROGRAM MANAGEMENT & OVERSIGHT
      • Collaborating with the Director of Programs to ensure successful program implementation, coordination of participant services, achievement of performance measures, and evaluation of services
      • Ensuring the program is compliant with all obligations including contracts, partnership agreements, and funding requirements
      • Operating as the main point of contact for all program matters including responding to inquiries from funders, monitoring sub-contractors, responding to general inquiries from outside partners and working with PATH’s finance department to monitor budgets
    • STAFF SUPPORT & DEVELOPMENT
      • Providing direction and support to all staff including regular training, feedback and taking corrective or disciplinary action for issues as necessary
      • Conducting weekly supervision meetings and setting and adjusting workloads and schedules
    • PROGRAM OUTREACH
      • Representing the program to local agencies including the Veteran Affairs Department, community stake holders, and local governments through networking and education regarding the program and PATH
    • REPORTS, CONTRACTS & COMPLIANCE
      • Reviewing and authorizing all program and contract reports prior to submission
      • Performing periodic internal audits and submitting regular programmatic reports
    • PROGRAM DEVELOPMENT & EVALUATION
      • Functioning as a liaison between the funder and program to ensure system-level barriers are reduced by innovating and implementing strategies and interventions that align with the contract scope and PATH’s service approach
      • Collaborating with the evaluation team to ensure evaluation of program outcomes and performance
    • CLINICAL OVERSIGHT
      • Providing clinical supervision to employees registered with the California BBS

    WHAT YOU BRING We’re looking for candidates that:

    • Strong skills in staff supervision, program development, and implementation and development of policies and procedures.
    • Demonstrated experience with program start up preferred.
    • Extensive experience working with program funders.
    • Knowledge of program management, experience preparing and monitoring program budgets.
    • Effective time management and communication skills. Includes speaking, listening, and writing in a clear, thorough and timely manner using appropriate and effective communication tools and techniques.
    • Strong ability to effectively resolve and cope with immediate crisis situations.
    • Strong organizational, detail orientated, and time management skills.
    • Proven ability to work independently, effectively as an individual and part of a team.
    • Strong ability to represent the interests of the agency, interact effectively with a diverse group, and be comfortable building successful collaborative relationships with program participants, staff, and other stake holders.

    MANDATORY REQUIREMENTS For this role the Program Manager must:

    • HOLD A MINIMUM OF A MASTER'S DEGREE IN HUMAN SERVICES (MSW, MFT) 
    • LICENSED CLINICIAN WITH CALIFORNIA BOARD OF BEHAVIORAL SCIENCES (BBS) (E.G., LCSW, LMFT OR LPCC)
    • AT LEAST 5 YEARS OF EXPERIENCE WORKING IN HOMELESS SERVICES OR WITH OTHER VULNERABLE POPULATIONS
    • AT LEAST 3 YEARS OF SUPERVISORY EXPERIENCE WORKING WITH PEOPLE EXPERIENCING HOMELESSNESS AND/OR JUSTICE-INVOLVED POPULATIONS
    • Be able and willing to work flexible hours which may include evenings or weekends
    • Have employment eligibility verification
    • Have or be able and willing to obtain CPR/First Aid training
    • Provide proof of full COVID-19 vaccination
    • Have reliable transportation and:
      • A valid driver’s license
      • Auto Insurance
      • The ability to qualify for PATH insurance coverage
    • Successfully complete the following as a condition of hire:
      • Tuberculosis Test
      • Background Screening
      • Drug Test

    COVID-19 VACCINATION Effective 11/01/2021 PATH will require all employees to be fully vaccinated for COVID-19. All prospective hires will be expected to provide proof of full vaccination as part of the pre-employment credentialing process.
