Job Description
Responsibilities:
Provide guidance to management on classification requirements and compliance and on the CD process and deliverable format
Review and provide input to specifications for engineered equipment and/or subcontracts
Review and provide input to estimators on resources (labor and other-than-labor) needed to perform the scope of work
Provide input to schedulers on sequence, durations, and logic of activities
Provide input to management regarding risk-informed schedules to serve as the basis for establishing milestones and PBIs
Provide input to engineers, estimators, and schedulers on constructability, maintain-ability, operability, and commissioning
Provide input to technical writers for BOEs, BOS, and WBS data dictionary
The Estimator Subject Matter Expert (SME) provides expert-level cost estimating and analysis for a major nuclear weapons construction project within the NNSA complex.
As a senior staff augmentation member, the SME will provide strategic guidance and hands-on support to the project team, ensuring robust, defensible, and accurate cost estimates for all project phases. This role requires an in-depth understanding of complex, construction, Department of Energy (DOE) regulations, and the unique estimating challenges of the nuclear security enterprise
Basic Job Requirements
Must be a U.S. Citizen.
Must have a working knowledge of Federal (including Department of Energy Orders), State,
and Local codes and standards applicable to project controls
A minimum of 20 years+ of progressively responsible experience in cost estimating and/or
project controls for large, complex industrial or heavy construction projects, with significant experience in the nuclear or defense sector
A Bachelor's Degree: IN Construction Management, Engineering, or a related field. Relevant and extensive experience may be considered in lieu of a degree.
Expert-level knowledge of nuclear construction regulations, safety standards, and project controls practices as they apply to NNSA/DOE projects.
Advanced proficiency with estimating software, scheduling tools, and Microsoft Excel.

Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. Light to moderate lifting may be required for packages and other items, ability to walk short distances, may be regularly required to stand, sit, talk, hear, reach, stoop, kneel, and use hands and fingers to operate a computer, telephone, and keyboard.
