    SUMMARY: 

    The Fuels Dispatcher Lead has oversight of all Fuels Service Center (FSC) functions and will work as part of the dispatch and control center for fuel and cryogenic requests.  The FSC is the focal point for all airfield fuel operations and maintains required items IAW AFI 23-20, and Fuels Management and DLA-E instructions.  In addition, the FSC ensures the accuracy of all submitted reports.

     

    ESSENTIAL JOB FUNCTIONS:

    • Monitors all fuel operations and requests and prioritizes aircraft servicing, based on established priorities.
    • Monitors product movements, fuel, cryogenic, and fill-stand operations, and vehicle and equipment status boards.
    • Initiates emergency response actions per established checklists, maintaining positive control over all issued assets to include equipment and facility keys, and ensuring daily security checks are performed.
    • Ensures all assigned fuels personnel is notified of all warnings and other key information.
    • Upon request, generates and submits required reports from sources such as the Installation, Group and Squadron Control Centers as well as outside agencies and associated customers.
    • Performs daily/weekly/monthly back-ups of the server computer applications of the Fuels Manager Defense (FMD) system.
    • Ensures the accuracy of all submitted reports.

     

    EDUCATION & EXPERIENCE:

    • High School Diploma or equivalent.
    • Minimum of two (2) years supervisory experience.
    • Must have 5 (five) years of experience in Fuel Dispatch role. 
    • Minimum of two (2) years’ experience performing fuel dispatching duties; most preferably experience controlling flight line refueling and defueling operations.
    • Minimum of two (2) years hands-on experience compiling and processing fuels transactions and maintaining product ledgers, utilizing the Fuels Manager Defense (FMD) program.
    • Proficiency with the Fuels Manager Defense (FMD) Dispatch and Control Log function a must.
    • Must be familiar with DLA-Energy policies and instructions for properly accounting for capitalized fuel products.
    • Minimum of two (2) years hands-on experience compiling and processing fuels transactions, generating reports, implementing and enforcing policies, conducting cash sales, investigating gains and losses, performing causative research, overseeing emergency actions, reviewing and updating product ledgers utilizing the Fuels Manager Defense (FMD) program, generating work requests, performing queries, and providing outstanding customer service over multiple Maintenance Operations Centers (MOC).

     

    LICENSES & CERTIFICATIONS:

    • Must be able to pass a flight line access test and obtain a flight line access badge.
    • DLA Energy FMD course completion highly desirable.
    • Must have valid U.S. Driver’s License and be able to operate a vehicle with a manual transmission.

     

    KNOWLEDGE & SKILLS:

    • Must be familiar with DLA-Energy policies and instructions for properly accounting for capitalized fuel products.
    • Proficiency with the Fuels Manager Defense (FMD) Dispatch and Control Log function is a must.
    • Must have excellent verbal and writing skills; be familiar with Microsoft programs such as Excel, Word, and Power Point.

     

    PHYSICAL DEMANDS/WORKING ENVIRONMENT:

    • Candidates must be physically able and willing to work long hours to meet mission and contract requirements.
    • Ability to lift/carry 50 pounds; bend, stoop, work safely around equipment/materials/supplies/cargo.
    • Live and work in austere conditions to include, rain, snow, heat and extreme weather conditions.
    • Exposure to the elements and hazardous conditions.

     

    TRAVEL: Ability to travel internationally. 100% Overseas assignment.

    SECURITY CLEARANCE:

    • Must be a U.S. Citizen and have Valid U.S. Passport amd Driver's License
    • Must have a DoD Interim or Secret Security Clearance. 
    • Must be able to pass employment and deployment qualification requirements that include medical, drug testing, and background checks, etc.

     

    *Candidate must be able to meet contract requirements as determined by the satisfactory completion of reference and background checks, Government mandated physical/medical exam, drug screening, verification of identity, and obtaining necessary host residence or multiple-entry visa for the work destination.

    Experience:

    • Site and Telco installation.
    • Wireless carrier new build and capital, preferred.
    • Managing outside contractors and internal processes thru construction and integration.

    Preferred: Experience in OEM equipment (Samsung, Ericsson, or Nokia).
