    DEPARTMENT OVERVIEW

    Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers. As a whole, Gas Operations is responsible for all aspects of PG&E’s gas distribution and transmission operations, including planning, engineering, maintenance and construction, restoration and emergency response.

     

     

    POSITION SUMMARY

    Researches, analyses and compiles program information and pricing for projects. Maintains construction cost data and develops preliminary cost projections for budget or funding purposes.

     

    This position has a flexible work location open to all PG&E service territories.

     

    JOB RESPONSIBILITIES

    • Act as the technical expert in pricing of gas transmission projects.
    • Maintain/update construction cost data used to develop construction functional estimates for Gas Transmission Alliance Projects Maintain and trend historical cost data from actual hours, costs and pricing.
    • Establish and effectively leverage cross-discipline relationships within the business group to facilitate pricing development. Drive the target pricing process through direct coordination with the project managers, construction managers, contract specialists and Alliance contractors.
    • Provide pricing leadership on strategic initiatives within a business group. Identify and communicate key issues to project and operations management.
    • Review and approve contractor provided clarifications, work plans and schedules.
    • Review construction drawings, and identify realistic productions reflecting project specific constraints. Determine that all aspects of a project are covered in the construction functional estimate using the material take-off and basis of the estimate instructions; ensure that the construction functional estimates, work breakdown framework and project schedule are on the same basis.
    • Provide negotiation support between PG&E and Contractors to achieve a Target Price of fair market value. Represent throughout periods of contract negotiations and final target price. Identify, solicit and negotiate with potential suppliers and subcontractors; complete project detailed prequalification and bid packages.
    • Assist project managers with change order validation, and negotiating during project construction. Correspond with consultants, engineers and project owners throughout all stages of contract duration.
    • Conduct site visits and constructability reviews.  Conduct site visits during construction to analyze prior estimates to increase the accuracy of future construction functional estimates and gain negotiating leverage.
    • Help implement the use of company standard pricing systems; help implement and train others on standard and project specific pricing analysis procedures in accordance with the company’s pricing procedures.

     

    QUALIFICATIONS

    Minimum:

    • Bachelor degree in Construction Management, Engineering, Project Management or related technical field, or equivalent experience.

    • Seven (7) years of related experience in program/project controls, project management, estimating and pricing. Including experience in contract negotiation.

    Desired:

    • Membership in AACE or similar an asset.
    • Expert understanding of the principals of project pricing and the relationships between the project controls functions of estimating, planning/scheduling, and cost control and risk management.
    • Expert understanding and application of contract and price negotiating techniques.
    • Understand EPC project delivery processes and apply the principles of project controls work processes and practices as it relates to pricing and estimating.
