  • Responsibilities

    Individual shall perform as the Senior Program Manager of the team responsible for management and execution of an IDIQ Multi-Award Competitive Task Order services contract providing support for the Ocean Engineering efforts of the Naval Facilities Expeditionary Warfare Center (NAVFAC EXWC).  Position is supported by a team of experienced Ocean Engineering Project Managers.  Certain tasks may be delegated to these Project Managers for specific Task Orders, but ultimately shall remain the responsibility of the Senior Program Manager.

    Individual shall be responsible to ensure that all Requests for Task Order Proposals (RFTOPs) are competitively bid, bids delivered in a timely fashion, and any Engineering Change Requests or Requests for Information shall be generated in compliance with the Base Contract, as modified by the individual RFTOP.  Position shall insure all requests from the EXWC Contracting Officer (KO) will be directed to team members for complete response within the time allotted.  Shall ensure that any customer requested Modifications are provided through the Contracting Officer, fully priced, and funded before authorizing such Modifications to be performed.

    Individual shall ensure Task Order Statements of Work (SOWs), team partner work share assignments,  Quotes, and corresponding documentation with Vendors and Subcontractors correctly align, are followed through to completion, and billed correctly. This includes extensive understanding of the technical requirements and work being performed to ensure all are within scope, appropriately documented, staffed, financially managed, and meeting the Government’s requirements. 

    Engineering for design, development, and testing within the individual’s Professional Engineering discipline will be required.

    Individual shall be responsible to assist in reviewing customer requirements for Task Order requests and validating SOW’s submitted by the Government. This includes tracking RFQs through the procurement process, maintaining accurate required reports, project sheets, and forecasts as directed by the SOW as well as internal processes (Financial, Technical, and Managerial).   Ensures all services provisioned are accurate, consistent, and entered into the appropriate external and internal databases with vendor verified contact information.

    Individual will assist customer with unplanned or emergent project requirements as they arise that may include asset chartering, CONUS or OCONUS procurement or subcontracting, as well as Quality Control inspections whenever disputes arise. This may involve vendor documentation, spare inventory, installation design plans, project documentation, site survey assessments, work status information, customer contact information, contractual agreements, as well as, financial budgeting, actual costs, and financial analysis documents.

    Assists with a full realm of administrative and engineering services for the entire team supporting the customer to include task order proposals, task order award negotiations, project planning and execution, direct on-site involvement for major tasks including project kickoff meetings when requested by the customer, engineering testing and evaluations when appropriate, as well confirming proper milestone invoicing, close out, and final Billing.  Additionally, this resource will interact with project subcontractors, resource managers, and consolidate project reports for the customer to ensure everyone is well informed of status. Accountable for maintaining the project tracking sheet for internal use, customer use, and vendor management to include Task Order Contracts Data Requirements List (CDRLs) deliverables.

     This position requires 25-50% travel.

    QUALIFICATIONS

    • SECURITY CLEARANCE REQUIRED - MUST ALREADY POSSESS AT MINIMUM AN ACTIVE SECRET CLEARANCE
    • Minimum of 15 years of directly applicable technical and management experience in development and operation of military undersea engineering projects
    • The proposed Program Manager shall have a minimum of ten plus (10+) years within the last 15 years of management of government contracting
    • Detailed knowledge of and experience with the design, manufacture, installation and survivability assessment of equipment used in military ocean applications
    • Detailed knowledge of and experience involving the design, fabrication and testing of prototype technologies/equipment for ocean applications
    • Senior-level experience with project concept development, planning, and systems engineering including requirements generation and analysis, development of test and evaluation plans, and interface definitions
    • Proven administrative or assistant experience
    • Excellent time management skills and ability to multi-task and prioritize work
    • Attention to detail and problem solving skills
    • Excellent written and verbal communication skills
    • Strong organizational and planning skills
    • Proficiency in MS Office with emphasis on excel, power point, word, and project
    • Education:       Master’s degree in an appropriate discipline such as Ocean Engineering, Marine Engineering, Mechanical Engineering or Naval Architecture.
    • Certification:    Professional engineering registration required.
    • Please note that pursuant to a government contract, this position requires U.S. Citizenship status and eligible for unrestricted foreign travel.
