Technical Analyst - Wireless/Mobility Subject Matter Expert (SME)
PKH Enterprises is seeking a Wireless and Mobility SME to provide the DoD OCIO C3I Mobility Team with subject matter expertise. The DoD CIO is responsible for all matters relating to information and the DoD information environment including command and control (C2), communications, radio frequency spectrum, network operations, information systems, information assurance (IA), defensive cyber security, and positioning, navigation, and timing (PNT). This team is responsible for DOD 5G standards, wireless mobility portfolio, and acquisition planning.
Responsibilities:
· Provide subject matter expertise and analysis in commercial wireless and mobility, specifically 5G to XG, Internet of Things (IOT) and Vehicle to Vehicle (VTV).
· Develop a recommended technology investment strategy and implementation plan for technologies deemed promising for addressing survivability and vulnerability issues in currently deployed C4 systems. Example focus areas include mobility related programs, efforts, technologies, emerging capabilities, and DoDI 8420.01 among other wireless and mobility related policies and processes.
· Document current mobility capability gaps and requirements, identify potential capability alternatives to resolve mission shortfalls, and conduct/participate in appropriate business case analysis (BCA) and Analysis of Alternatives (AoA) to support development of future programs to meet warfighter needs as it relates to wireless mobility.
· Provide assessments of compliance with Department guidance, mandates, and standards; technology insertion; performance and scalability; and interoperability.
· Develop wireless/mobility analytical products that provide detailed comprehensive overviews of associated wireless/mobility systems (including radio terminals, 5G, XG, and waveforms) that identify critical capabilities, capability gaps, and roadmaps to guide the strategic incremental evolution and modernization of mobility capabilities within all operating environments.
· Provide mobility support and analysis for DoD CIO representatives at various high-level forums and meetings at the OSD level that include Executive Steering Committees, Functional Capability Boards, Working Groups and other governance requirements.
· Advisory services for next generation domestic and international wireless contracting.
Qualifications:
· 16 years of experience or Master’s degree with 10 years relevant experience, or appropriate additional experience to demonstrate an equivalent understanding of the subject matter needed for the role
· Active TS/SCI Clearance
· Experience Briefing senior level personnel
· Flexible and able to work in a fast-paced environment
· Good writing and communications skills
· Proficiency in Microsoft Office, especially excel
Desired Skills:
· Government acquisition experience
· Experience working in an intra-agency working group environment
