    Job Summary

    The Verification Officer (VO) will support the Air Force Public Key Infrastructure (AF PKI) Program by performing Defense Enrollment Eligibility Reporting System (DEERS) and Real-Time Automated Personnel Identification System (RAPIDS) operations at a Government-leased facility in San Antonio, TX. This role involves issuing and reissuing Common Access Cards (CACs) and Uniformed Services Identification (USID) cards, verifying user data and identity, managing equipment, and maintaining the RAPIDS Standard Operating Procedure (SOP). The specialist will also serve as a Site Security Manager (SSM) during VO hours, ensuring operational oversight and compliance with certification requirements. This position requires a detail-oriented professional with strong organizational skills and the ability to maintain a clear separation of duties between VO and SSM functions.

    Job Duties

    • VO Operations: Perform DEERS/RAPIDS Verification Officer duties, including issuing and reissuing CACs and USID cards, verifying and updating user data, verifying documents and identity, managing cardstock and consumables, ensuring DEERS/RAPIDS equipment is clean and maintained, and maintaining the RAPIDS SOP.
    • Staffing: Support VO normal operations Monday through Thursday, 0800-1600 CST, and Friday, 0800-1100 CST, at the Government-leased facility in San Antonio, TX, with flexibility for additional hours as required by the Government.
    • SSM Duties: Act as Site Security Manager (SSM) for other VOs, during normal operations hours at the Government-leased facility, providing fingerprint overrides in DEERS/RAPIDS when needed, contacting the Defense Manpower Data Center (DMDC) for equipment issues or breakdowns, coordinating with DMDC to schedule technical refreshes, and assisting the VO with maintaining the RAPIDS SOP and ensuring equipment cleanliness and maintenance.
    • Training and Certification: Complete initial certification training within 30 days after the contract period of performance (PoP) starts on June 1, 2025, and ensure certification is maintained throughout the contract duration.
    • Separation of Duties: Ensure that VO and SSM roles are not performed by the same individual when the VO is issuing/reissuing CACs or USIDs, maintaining a separation of duties, and ensuring an SSM is available whenever the VO is issuing cards.

    Required Qualifications

    • DEERS/RAPIDS Experience: Proven experience with DEERS/RAPIDS or similar identification systems, including issuing cards and verifying user data and identity.
    • Equipment Management: Ability to manage cardstock, consumables, and maintain DEERS/RAPIDS equipment in operational condition.
    • Organizational Skills: Strong capability to update and maintain the RAPIDS SOP and ensure compliance with operational procedures.
    • Certification Eligibility: Eligibility to complete and maintain VO and SSM certification training within 30 days of the contract start date of June 1, 2025.
    • Security Clearance: Must possess or be eligible to obtain and maintain a minimum Secret clearance, with all employees cleared to at least Secret by the contract start date of June 1, 2025.
    • Location and Availability: Ability to work full-time on-site at the Government-leased facility in San Antonio, TX, during normal operations (Monday–Thursday, 0800-1600 CST; Friday, 0800-1100 CST), with flexibility for additional hours as required by the Government.

    Education: Bachelor’s degree in related field.

    Preferred Qualifications

    • DoD VO/SSM Experience: Prior experience as a Verification Officer or Site Security Manager in a DoD environment, enhancing familiarity with DEERS/RAPIDS operations.
    • Certification Background: Previous completion of VO or SSM certification training, demonstrating readiness for rapid onboarding.
    • Technical Coordination: Experience coordinating with DMDC or similar entities for equipment support and technical refreshes.
    • Documentation Skills: Strong background in drafting and maintaining SOPs or similar operational guidance documents.
    • Attention to Detail: Proven ability to ensure separation of duties and maintain compliance with security and operational protocols.
