This position based in Los Angeles CA. Relocation assistance is provided.
MINIMUM REQUIREMENTS:
- Approximately ten (10) years of experience in Engineering and Construction Project Control including preparation of Critical Path Method (CPM) scheduling.
- Approximately five (5) years of experience in Independent Impact Analysis associated with Contractor Delay Claims.
- Approximately five (5) years of experience in developing Cost Schedules, Financial Reporting and Forecasting.
- Successful track record in negotiating and resolving contractor claims.
- Ability to use advanced computer techniques to develop graphic presentations and schedules.
- Experience preparing and presenting arguments in front of a Disputes Review Board.
PREFERRED REQUIREMENTS:
- Bachelor’s Degree in Engineering, Business or related subject
DUTIES AND REQUIEMENTS:
- Assist in the preparation of Contract Changes
- Assist in preparation of out-going letters and collection of and consolidation of review comments for out-going letters. Including following up daily with the lead authors.
- Overseas and maintains the T: drive and SharePoint sites
- Ensure all CMSS KPI logs are accurate and maintained (letters, RFI, RFC etc.)
- Monitor the time required to review and respond to submittals, RFCs, RFIs, and in-coming letters
- Supervises the Office Engineers and Assistant Office Engineers
- Manages day to day activities of the administrative staff
- Manage and track the quality, distribution and reviews of all Project Submittals, RFIs and RFC’s.
- Manage the Project SharePoint & T: Drive folders to ensure that the latest documents are uploaded as required i.e. RFIs and CWPs
- Receive, record and compile review comments.
- Maintain a list of submittals, deliverables and other construction documents.
- Report on the progress of submittals, correspondence, RFIs and RFCs at the internal weekly meetings.
- Manage the day to day workload for Station/Tunnel AOE’s
- Coordinate with the Lead Inspection regarding all relevant field RFIs and/or design changes.
- Maintain a set of progress prints of all drawings and specifications that include but are not limited to scope and contract drawings, design progress drawings, AFC/IFC drawings and specifications.
- Maintain IFC Drawing Log including revisions.
- Maintain RFI and RFC Log
- Maintain RFI issues folders with relevant contract, Contractor and Project Documents.
- Provide assistance to draft and/or refine RFI/RFC responses as needed.
- Maintain Change Logs status
- Assist in the preparation of Contract Changes and Negotiations.
- Maintain chronology logs and documents for RFC issues.
- Review submittals for completeness immediately upon receipt from the Contractor. Notify the lead reviewer and Contractors Document Control team if the submittal is incomplete. Ensure the formal response is prompt for incomplete sumbittals.
- Support with Technical review (as needed) for construction submittals.
- Maintain VA and UCLA SharePoint Document Control Sites
- Maintain CDRL checklist
- Review CWPs as-needed
- Assist in preparation of letters and other correspondence.
- Support CMs and ACMs on their tasks as-needed
- Draft construction progress charts
- Monitor response times for RFIs, RFC, submittals and letters
- Follow-up with reviewers for timely responses to RFIs and Submittals.
- Provide support for CN Worksheet development.
- Other duties as assigned by the Construction Manager.
