Padilla & Associates, Inc. (P&A) is looking for a Management Analyst, who enjoys an innovative and collaborative environment to join our team of experts.
Our team is looking for a candidate with a strong Business/Technical Writing background, who can write in clear and concise manner. The selected candidate will be joining a passionate and committed team of project managers, deputy managers and compliance analysts with significant Transportation Industry experience in Contract Compliance Management, who work with an exciting portfolio of Clients.
Our firm specializes in Civil Rights and Labor compliance. Your ability to research and comprehend governing directives is paramount. As a valued member of the P&A team, you will assist your assigned client to implement their Disadvantaged Business Enterprise (DBE) and/or Small Business Program(s) in compliance with State and Federal laws and regulations. requirements.
Day to day responsibilities include carrying out policies, procedures and on-site/virtual reviews to determine whether contractors/consultants on state and federally funded contracts are complying with the contractual and regulatory requirements, inclusive of 49 CFR Part 26 “The Department of Transportation’s DBE Program” requirements. Primary objectives include analyzing and monitoring the contractor/consultant’s use of DBE firms committed to at the award of the contract to ensure those firms are fully actualized (utilized for their full commitment value) by contract close. This will be achieved through demonstration of proactive initiatives such as conducting monthly compliance reviews, verifying prompt payment, meeting and working with contractors, client project managers and subcontractors to resolve discrepancies.
Additional duties include following-up on corrective measures, performing analysis of contractor monthly submittals, and preparation of utilization reports, activities and accomplishments that are reported monthly to the client.
The COMPLIANCE DATA ANALYST I will receive direct supervision and guidance from the Deputy Project Manager in performing the day-to-day job duties and will assist the team in the development of strategies to improve program implementation requirements and contractor compliance with the DBE Program.
REQUIRED SKILLS:
Have strong analytical and business writing skillset and the ability to prioritize in order to complete deliverables and sufficiently close ad hoc requests in a dynamic and fast-paced environment. Attention to detail is a must.
Intermediate computer skills required, substantial portion of the day will be utilized to review and/or update proprietary cloud-based system, review and respond to e-mails and develop ad-hoc reports.
Ability to effectively analyze, reconcile and/or evaluate financial, contractual, and regulatory records and documentation; make determinations and/or assessment of a contractor’s compliance or noncompliance; prepare reports and make recommendations for management review.
Ability to interpret and apply specific laws, rules, regulations, policies and procedures; evaluate situations accurately and take effective action; deal tactfully with employees, managers, admin staff and the public.
Ability to multi-task; have solid project management skill sets, problem solving, adapt to changes in priorities and complete tasks or projects with short notice; ability to organize and prioritize large volumes of varied documents; ability to innovate and develop tools to improve efficiencies;
Ability to develop and deliver presentations, maintain and develop stakeholder relationships, advise upper manager on issues, or concerns and provide recommended solutions.
