About RIVUS RIVUS Consulting LLC is currently seeking a part time (PT) Proposal Writer to augment our team. RIVUS is an established small business that provides engineering, environmental, and technology consulting services to a wide range of clients. Our core capabilities include infrastructure engineering, site engineering, water/wastewater engineering, stormwater management, environmental permitting, and program/construction management. Our engineers, planners, GIS/IT professionals, landscape architects, inspectors, and construction managers provide sustainable solutions for federal, state and municipal clients.
About The Role The PT Proposal Writer shall write persuasive, well-structured proposals for engineering and environmental contracts with federal, state, and local government agencies. This position plays a key role in helping RIVUS expand its portfolio and secure new contracts.
Key Responsibilities
Reviewing RFPs, RFIs, or RFQs and task order requests to understand all requirements, client needs, and evaluation criteria.
Summarizing proposal requirements, preparing proposal outlines, documenting action items and coordinating the proposal schedule.
Interviewing and collaborating with subject matter experts, sales, and technical teams to gather necessary information.
Assigning and collecting information from technical personnel and translating it into clear and easily understandable writing
Creating, editing, and preparing SF255, SF330, or other RFP specified formats, including resumes, past performance narratives, graphics, and other technical and financial sections.
Reviewing and editing proposal responses for consistency, compliance, win-theme incorporation, messaging alignment, and solution accuracy during regular and core team review cycles.
Ensuring high-quality proposal responses while meeting all deadlines.
Drafting clear, compliant, and compelling text that articulates the proposed solution and its benefits.
Coordinating proposal timelines, content development, and ensuring all deliverables are submitted on time.
Proofreading documents for clarity, grammar, consistency, and ensuring compliance with all submission guidelines.
Maintaining and updating a repository of reusable content and templates to streamline future proposal efforts.
Supporting development of graphics, organization charts, and other visual content as needed.
Minimum Qualifications
Minimum of five years’ experience in proposal writing.
Background in federal, state, and municipal proposals preferred.
Excellent writing skills.
Ability to translate complex technical or project information into accessible, persuasive language.
Strong proposal coordination skills and the ability to manage multiple simultaneous proposals under tight deadlines.
Familiarity with Microsoft Office Suite (Powerpoint, Word, Excel); experience with Adobe InDesign or other layout tools is a plus.
