    Pathways is seeking an innovative and purpose driven individual to join our team as Regional Director for the Kern Region. There is a hiring bonus for this position $5000.00.

    Summary

    Overall responsibility for multiple clinics and/or programs, offering mental health and substance use services to children, families, adolescents, transitional age youth, adults and/or older adults. This senior leadership role is responsible for ensuring all contractual objectives are satisfied. Objectives may include maintaining and developing relationships with State and County partners, providing quality care to populations served, development of direct service and administrative staff, budgets and financial forecasting for multiple clinics and/or programs.

    Essential Duties/Responsibilities

    Ensures clinics and/or programs are operating according to the Company’s policies and procedures, applicable professional standards, laws, rules and regulations.

    Responsible for providing oversight, assistance, direction and support to multiple Program Directors to ensure delivery of professional services, and best practice mental health and substance use services.

    Provides oversight, direction and support to clinical and administrative staff in the region.

    Provides oversight, assistance, direction and support to Program Directors for timely preparation and submission of Department of Health Care Service (DHCS) Substance Use Disorder (SUD) Certification, Medi-Cal Certification, Drug Medi-Cal Certification, and other accreditation and recertifications that may be required (eg., CARF, CLIA).

    Ensures clinical and administrative compliance with all program activities while developing and implementing plans to continually meet productivity and profitability.

    Provides oversight, direction and support ensuring quality assurance and compliance with direct practice and documentation standards.

    Supports and facilitates Quality Assurance/Quality Improvement protocols, including frequent collaboration with QA/QI Director and program management in monitoring standards and actively removing barriers to the provision of high quality care.

    Responsible for developing and presenting for approval, an annual budget for region which includes financial forecasts and reporting.

    Participates in the review, interview and selection process for all professional positions in the region.

    Promotes program services and provides training presentations and consultations in the community.

    Develops and maintains collaborative relationships with county, community and state officials.

    Actively participates and profesionaly represents the Company at county and community meetings.

    Provides support and consultation with clinical staff on crisis and emergency situations.

    Works collaboratively with State Leadership departments to provide updates, data, progress and areas of concern.

    Responsible for understanding and ensuring appropriate administrative functions of regions programs.

    Promotes staff development, retention and empowerment.

    Directs planning, management, administrative, staff and client meetings and training activities, as required by the State leadership team and/or State Director.

    Completes and presents all required reports and summaries in a timely manner.

    Ensures compliance with contractual obligations to minimize disallowances.

    Reports program concerns, as outlined in policy and procedures, in a timely manner to the Clinical and/or State Director.

    Disseminates information to and from the program staff.

    Assures that management decisions are implemented in a positive, timely and effective manner.

    Provides leadership to regional management team in evaluating program needs, developing and implementing appropriate Evidence Based Practices and the appropriate use of therapeutic interventions.

    Models professional, ethical and collaborative leadership at all times.

    Monitors and provides guidance for ethical issues including assisting in the development and implementation of practices to maintain regulatory compliance and to assure the highest ethical standard for our clients.

    Attends and participates in meetings as directed by State Director.

    Participates and guides program leadership in the review and development of RFPs, RFIs, grants, and/or RFQs.

    Will work a flexible schedule outside of regular business hours, which may include weekends.

    Will be available beyond office work hours should the need arise, to support the program(s) and leadership.

    Conducts review of performance and completes evaluations of direct reports. In the absence of program leadership, provides review and evaluation of program staff.

    Reviews and recommends merit and promotional salary increases for staff.

    Maintains and ensures that HIPAA, ethical standards, code of conduct and professional boundaries are adhered to with all staff, clients and community partners.

    Directly supervises multiple Program Directors and/or Supervisors, including being responsible for hiring, succession planning, and performance management.

    Received

    Works under general supervision of the State Director.

    Education/Licensing Requirements

    Education and/or Experience

    Master’s degree in Psychology, Social Work, Counseling, Mental Health Administration, related field or Ph.D. or Psy.D. in Psychology from an accredited school and seven+ years of experience in managing mental health programs.

    Certificates, Licenses, Registrations

    Proof of valid California driver’s license and auto insurance, as well as proof of education are required.

    Prior behavioral health experience required.

    Licensed LMFT, LCSW, LPCC, Ph.D, Psy.D, or Licensed Psychologist preferred. In lieu of the aforementioned licensure MBA, MPH, MHA required.

    Knowledge, Skills and Experience

    7 to 10 years of experience in management level position in behavioral health services clinics with responsibility for managing staff, budgets and professional delivery of services.

    Experience managing multiple sites.

    Intermediate level of PC skills required, including the ability to successfully navigate in an Electronic Health Record.

    Ability to work flexible schedule to meet the needs to the Program.

    Excellent leadership, organizational, clinical, administrative, interpersonal, and communication skills are a must.

    Ability to effectively prioritize and manage time.

    Physical Requirements

    Office Environment (partial remote opportunity may be available).

    Requires extensive sitting with periodic standing and walking.

    May be required to lift and/or move up to 20 pounds.

    Requires significant use of computer, tablet, phone and/or general office equipment.

    Needs adequate visual acuity, and the ability to grasp and handle objects.

    Needs ability to communicate effectively through reading, writing, and speaking in person, via video or, on the telephone.

    Will require 20% local, off-site travel to meet the county and/or client needs,which may include overnight travel.

    Will use personal car or vehicle as required for travel and/or transportation (company car option may be available).

    Will travel for meetings, trainings, presentations, community events, etc., as needed.
