    Summary

    The Lead Clinical Director - Floater teams up with the State, Regional and Program leadership to provide clinical support and guidance of multiple programs within the region. Primary responsibilities include, but are not limited to, ensuring clinical and service delivery contract obligations are met, quality of care is maximized to the benefit of those we serve and in line with payer expectations, and staff receive clinical support, guidance, and training to perform their jobs. The Lead Clinical Director - Floater also teams up with the State and Regional leadership to foster and maintain healthy payer relationships, support retention and staff development, and ensuring operational efficiency. The Lead Clinical Director – Floater will be placed within program(s) that have vacancies /clinical needs on a temporary basis in order to help the programs meet their contractual, state, and federal requirements. The Lead Clinical Director – Floater will travel to the program that they are to be placed/work at during the identified work days. The Lead Clinical Director – Floater ensures polices and procedures are being enforced at the program level as evidenced by use of larger Pathways systems such as total quality assurance practices, EHR utilization, and contract goals.

    Essential Duties/Responsibilities

    Works collaboratively with state, regional and program leadership on the development, implementation and management of clinical operations throughout the program(s) or region in which they are assigned to.

    Responsible to conduct self in a professional, collaborative, and respectful manner at all times with internal and external stakeholders including Pathways (PCS/CCS) employees, community partners, and payers.

    May participate in developing and implementing plans for enhancing clinical productivity, compliance and overall profitability tied to clinical performance.

    Team up with state and regional leadership to ensure agency adherence to federal, state, and local documentation guidelines.

    Collaborates with QI, Program Directors, Regional Director, and Clinical Supervisors to ensure staff licensure compliance.

    Stays abreast of current best practices and implements evidence-based practices that support program performance objectives and excellence in service delivery.

    Collaborates with program, regional, and state teams to ensure successful program accreditations and certifications are completed in a timely and successful manner that meet federal, state, and local requirements and payer contractual requirements.

    Provide clinical and/or administrative coverage within the region as assigned in support of the Program Directors, Clinical Supervisors, Clinicians, and Regional Director at multiple programs across the county.

    Works collaboratively with program, regional, and state leadership and county representatives to ensure clinical excellence and quality of care across all programs within the region/program assignment.

    May lead and/or participates on clinical committees, focus groups, and workgroups at the local, state, and national levels to ensure successful Clinical Quality Assurance, Clinical Compliance, and Clinical Audits of all programs within the region.

    Teams up with state and regional leadership to assure that the community need for services and/or standards of care are being met per the contract requirements for each program within the region assignment.

    Collaborate with regional and program leadership to gather data and ensure reporting requirements are met.

    Provide regional and program teams with support and guidance in developing and maintaining community partnerships with other provider agencies and/or contracted/payer agencies.

    Facilitate growth in existing businesses by providing clinical review/assessment of program design and making recommendations for change and assist with payer negotiation to develop new opportunities for expansion, as appropriate.

    May participate with state, regional and program teams on RFP and grant development for new and existing business.

    Responsible to participate in clinical aspects of start-ups of programs that are not yet established.

    Participate in direct planning, management, administrative, staff and client meetings and training activities as required by regional and state leadership.

    · Works with the Clinical State Director to help oversees the development of, and participates in, ongoing training activities to reinforce that clinical requirements are met including documentation, program adherence to Medi-Cal, state, and local requirements.

    Will work a flexible schedule outside of business hours, weekends and available beyond office work hours should the need arise or to support the regions/programs and leadership.

    May assist the agency with clinical planning and recovery during disaster response within the region and/or for the state or national teams.

    Reports clinical concerns, as outlined in professional and agency codes of ethics and per agency policy, in a timely manner. Mandated reporting guidelines to be followed at all times.

    Reports all special incidents and clinical concerns immediately to the State Clinical Director or desginee when in placement and assist in disseminating information to and from the staff. Assure that clinically relevant decisions are collaborated on with the regional and state teams and implemented in a positive and timely manner.

    Teams up with state, regional and program leadership to ensure clinical operations are operating according to policies and procedures, applicable professional standards, laws, rules and regulations.

    In collaboration with regional and state leadership, provides leadership to management team in evaluating program needs and developing and implementing appropriate Evidence-based practices and the appropriate use of therapeutic interventions.

    Model ethical leadership. Monitor ethical issues and help develop and implement policies to maintain regulatory compliance and ensure that processes follow the highest ethical standard for our clients.

    Completes and provides monthly, quarterly, and all other reports in a timely manner.

    Attends and participates in meetings as directed by State Clinical Director or desginee when in placement, state leadership, and payer.

    Promotes the company values and mission in a positive and professional manner.

    Conducts and reviews clinical performance appraisal, and/or assists with overall program performance appraisals and management in the event coverage is needed. May review or recommend merit and promotional salary increases for staff.

    Maintain and ensures HIPAA, ethical standards/code of conduct and professional boundaries with all staff and clients.

    Other duties as assigned or necessary to support the the company.

    Education/Licensing Requirements

    Education and/or Experience

    Completion of a Master’s degree in social work, sociology, psychology, or licensure track related human services field and (5) five years of post-license clinical experience, preferably working in Community Mental Health and related treatment modalities working with children, youth, families, adults, and/or older adults in need of behavioral health support (e.g. clients diagnosed severe mental illnesses, substance use disorders, severe emotional disturbance, and those with co-occurring mental health, physical health, and/or substance use disorders; challenges with social determinants of health; and in need of significant behavioral health support including case management, therapy, and psychiatric medication support.)

    Certificates, Licenses, Registrations

    Must be licensed to practice as a Licensed Mental Health Provider (e.g., LCSW, LPC, LMFT, Ph.D., etc.) and able to provide supervision towards licensure under the State Board of Behavioral Sciences (BBS) rules, regulations, and laws.

    Valid California driver’s license and auto insurance, as well as proof of education are required

    Knowledge, Skills and Experience

    5+ years of experience in supervisory level positions in mental health services clinics/programs/regions with responsibility for clinical operations, staffing, budget and professional delivery of services.

    Strong clinical and excellent leadership, administrative, communication, organizational and interpersonal skills.

    Experience managing/overseeing multiple service delivery sites.

    Ability to work flexible schedule to meet the needs of the company.

    Ability to effectively prioritize and manage time.

    Intermediate level of PC skills required.

    Experience with electronic health records.
