Pathways is seeking an innovative and purpose driven individual to join our team as Regional Director for the East Kern Region. Office location will be in Tehachapi. There is a hiring bonus for this position of $5K.
Summary:Overall responsibility for multiple clinics and/or programs, with combined annual budget of two million dollars, or more, offering mental health and/or substance use disorder services to children, families, adolescents, adults and/or older adults. As a senior leadership role, incumbents in this position are responsible for managing and ensuring that clinical and fiscal program objectives are satisfied, quality care and county/state relationships are developed and maintained, support staffing and staff development, and budget and financial forecasting for multiple clinics or program sites.
Essential Duties/Responsibilities:
Responsible for delivery of professional mental health and/or substance use disorder services in multiple programs within region
Ensures clinical and administrative compliance with all program activities; while developing and implementing plans to continually meet productivity and profitability
Responsible for ensuring the Quality Assurance, Compliance, and Chart Audits of all programs
Supports and facilitates Quality Assurance/Quality Improvement protocols, including frequent collaboration with QA/QI regional staff and QI State Director and program management in monitoring standards and actively removing barriers to the provision of high quality careWorks closely with state finance team to develop and approve, annual budget for region, and prepares/provides executive management with periodic financial forecasts and reports as required
Participates in selection process for all professional positions and reviews performance appraisals, and/or reviews or recommends merit and promotional salary increases for staffDirects planning, management, administrative, staff and client meetings and training activitiesPromotes services and training activities in the community including presentations and consultations
Develops and maintains a collaborative relationship with state and county/community officialsParticipates and represents agency or the Company professionally at county/community meetings
Ensures clinics are operating according to the Company’s policies and procedures, applicable professional standards, laws, rules and regulations
Consults with clinical staff on treatment plans as required and may participate in emergency situations and crisis intervention
Prepares activity and other reports for executive management as required
Responsible for ensuring and understanding the administrative functioning of his/her programs
Promotes staff development and empowerment
Will work a flexible schedule outside of business hours, weekends and be available beyond office work hours should the need arise or to support the program(s) and leadership
Ensure compliance and contractual obligations are met and to minimize any disallowances
Report program concerns, as outlined in policy and procedures, in a timely manner to the Clinical, QI/QA and/or State Director and assist in disseminating information to and from the staff.
Assure that management decisions are implemented in a positive and timely manner
Provide leadership to management team in evaluating program needs and developing and implementing appropriate Evidence Based practices and the appropriate use of therapeutic interventions
Model ethical leadership. Monitor ethical issues and help develop and implement policies to maintain regulatory compliance and assure that processes follow the highest ethical standard for our clients
Attends and participates in meetings as directed by State Director
May direct planning, management, administrative, staff and client meetings and training activities as required by county contract/payer and/or Company state leadership
Pursues new business growth opportunities within region
Participates in the development and review of RFPs, RFIs, grants, and/or RFQs
Prepares activity and other reports for executive management as required
Completes monthly, quarterly, and all other reports in a timely manner

Education/Licensing RequirementsEducation and/or Experience:
Master’s degree in Psychology, Social Work, Counseling, Hospital Administration, Mental Health Administration or relative field or Ph.D. or Psy.D. in Psychology from an accredited school or Master’s degree in a relevant Behavioral Sciences field and seven years of experience in managing mental health clinics.
Certificates, Licenses, Registrations:Licensed LMFT, LCSW, Ph.D, Psy.D, Registered Nurse or Licensed Psychologist desired. Proof of: valid California driver’s license and auto insurance, as well as proof of education are required
Knowledge, Skills and Experience:
3 to 10 years of experience in management level positions in mental health and/or substance use disorder services clinics with responsibility for staffing, budget and professional delivery of servicesExperience managing multiple sites and strong leadership and clinical skillsExcellent leadership, administrative, organizational, communication and interpersonal skillsIntermediate to advanced level of PC skills requiredAbility to effectively prioritize and manage time
