    San Diego First Responder’s Behavioral Health Program is a peer supported First Responder helpline and educational services to increase access to mental health and substance disorder services for first responders in San Diego County, and reduce the stigma and barriers associated with accessing such services.

    Summary

    The Data Analyst Specialist is to ensure reliability of data and its appropriate use at the program level, including program andoutcomes improvement. The Data Analyst Specialist position would ensure accurate data collection and reporting by analyzing thedata in a central relational database management system (RDBMS) and overseeing the reporting of data to the county and to thestate. The Data Analyst Specialist would also oversee analyzing any data received from the county and report inaccuracies to theprogram. The Data Analyst Specialist will develop and maintain an Access data base of resource and referal specific to the needs ofthe First Responder Community.Essential Duties/Responsibilities

    Data Analyst I & II * Responsible for ensuring the program maintains a focus on 100% accuracy of outcomes by reviewing and analyzing data* Provide feedback to the program and work collaboratively with members of the program in strategizing improved outcomes in these areas.* Must attend all data and outcome related meetings and ensuring that assigned program is being proactive in all data collection requirements and changes at the local and state level – use of personal vehicle required* Ensure that the data reflects the program’s outcomes, strengths and weaknesses.* Ensure that program is using the data to promote continued program improvement and focus on positive outcomes for itsmembers.* Produce timely, consistent, relevant data reports in all domain areas and disseminate for program and county use.* Advise program management and county staff on improved data analytic standards and data management procedures.* Maintain and ensures HIPAA regulations, ethical standards and professional boundaries with all staff and clients.* May be required to answer incoming calls from Frist Responder Community and provide resource and referral information.* Other duties as assigned or necessary to support the program and/or the company.

    Data Analyst II Identify program trends and outcomes through data mining of the RDBMS using Structured Query Language (SQL), datamanipulation lanuguage, statistical techniques, and programming.

    Education and/or Experience

    Data Analyst I

     A.A. degree preferred in information systems, data science, or related field preferred.Data Analyst II B.A. or B.S. degree preferred in information systems, data science, or related field preferred or A.A. degree with 3+ years ofrelated experience.Certificates, Licenses, Registrations

     Proof of: valid California driver’s license and auto insurance, as well as proof of education are required. Prior behavioralhealth experience preferred.Knowledge, Skills and Experience

     Knowledge or ability to quickly learn data collection system and all available reports through this system. Advanced knowledge of Microsoft (Excel and Access) software. Ability to conduct critical thinking and analyses of program data, develop reports on the data assessments, trends in the data,and areas of needed improvement for program management and staff. Ability to create charts and graphs for use in staff meetings focusing on brainstorming ideas for outcome improvement aswell as for dissemination to the County BHS (Behavioral Health Services) and the community stakeholders when appropriate. Must have planning and organizing skills with attention to detail and accuracy. Effective oral and written communication skill and excellent interpersonal skills. Must show strong initiative, exercise sound judgment, and take appropriate action when necessary. Excellent organizational skills, interpersonal skills, computer skills and communication skills are a must. Ability to effectively prioritize and manage time. Background in statistical methods and techniques.Physical Requirements

     Primarily Remote Position. May be called to work from an office or attend required in-office staff meetings based on need.Requires extensive sitting with periodic standing and walking. May be required to lift and/or move up to 20 pounds. Requires significant use of computer, tablet, phone and/or general office equipment. Needs adequate visual acuity, ability to grasp and handle objects. Needs ability to communicate effectively through reading, writing, and speaking in person or on telephone. May require periodic travel 20% (local) - meeting, county and/or client needs. Will use personal car or vehicle as required for travel and/ or transportation. Will travel for meetings, training, etc. as needed. However, pimarily remote position.
