DESCRIPTION:
PRIMARY DUTIES WILL INCLUDE (BUT NOT LIMITED TO):
- Influence and shape acquisition streamlining.
- Utilize DoD acquisition and life cycle management policies, procedures, and practices.
- Write, review, and staff high-Level: staff action papers, studies, policies, and acquisition documents.
- Independently manage, synchronize, and track multiple, complex, and cross-functional actions.
- Assist the team lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines.
- Support programs, projects, or tasks which involve tracking risk and provide constant status or process oversight.
- Leverage existing relationships and develop new contacts with Government and military policy makers and shapers.
- Maintain insight to program execution and milestones, as well as their strategic impacts.
- Use affordability, technology maturity, and responsiveness when assisting in the formulation of broad, time-phased operational goals and initial capabilities.
- Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.
- Facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.
- Review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision Levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions. Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users’ requirement.
- Review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions.
- Assist in identifying, assessing, developing, and mitigating program risk.
- Work at a senior Level: to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.
- Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes. When applicable, documents shall be prepared in accordance with DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones.
- Maintain a list of required documents for assigned programs with corresponding projected need dates.
- Lead an IPT and/or participate and provide input to program functional IPTs, IPRs, milestone decisions, and program updates.
- Coordinate internal and external conferences, meetings, and reviews for relevant stakeholders, ensure that locations, phone, and video teleconference lines are booked for use; schedule speakers; develop and provide meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and track action items. The contractor shall support each event in person and/or via teleconference, video teleconference, and web conference. In addition, for each meeting conducted, the contractor shall develop meeting minutes and/or an executive summary.
- Review and provide input to acquisition documentation in support of program milestone decisions and IPRs.
- Provide input to support annual, monthly, and weekly recurring reports.
- Brief leadership on the status of program reviews and recurring reports.
- Provide program status updates at regular senior staff meetings.
- Communicate programmatic issues, concerns, and information.
- Assist to develop and update top-Level: briefings for public presentation to be utilized at various conferences and events
- Track the status of action items, meeting minutes, program milestones, and monthly reports.
- Assist in determining assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.
- Ensure that product teams are aware of deadlines, assignments, and objectives.
- Assist in maintaining program management tools and processes.
- Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.
- Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
- Monitor/protect acquisition-sensitive materiel.
- Meet assigned deadlines.
- Construct and maintain a program Integrated Master Schedule (IMS); review, analyze, and evaluate program development, progress, and performance; and provide on-going analytical, acquisition, and administrative support by managing and coordinating daily staff operations.
- Provide program Information for developing policy, cost projections, and programmatic input into program documentation (e.g., Life Cycle Cost Estimate (LCCE), Life Cycle Management Plan (LCMP), Test and Evaluation Master Plan (TEMP), Systems Engineering Plan (SEP), budget spend plans, etc.).
- Translate program requirements into language for a performance specification (P-Spec), Statement of Work (SOW), and associated Contract Data Requirements Lists (CDRLs) for materiel solution solicitations, and update them as necessary.
- Review and provide comments to the materiel development and production contract deliverables (e.g., progress status and management reports, Failure Reporting, Analysis, and Corrective Action System (FRACAS), Hazardous Materials Management Plan (HMMP) reports, test reports, Engineering Change Proposals (ECPs), Materiel Fielding Plans (MFPs), Human Systems Integration (HIS) documentation, etc.). In addition, the contractor shall track materiel contract deliverables and report failures (i.e., incomplete, missing, or unacceptable deliverables and schedule delays) to the PM.
- Track, coordinate, and develop responses to taskers received by the program team and respond to inquiries and tasks assigned by the PM.
- Post and maintain electronic program files in appropriate SharePoint locations, migrating shared files, and archiving data as necessary.
EDUCATION / EXPERIENCE REQUIRED:
- Bachelor's degree with 8 years of general experience and 5 years of relevant experience.
- Tradeoff Requirements: AA degree with 10 years of general and 7 years of relevant.
- The contractor shall clearly communicate, orally and in writing, among a variety of audiences.
- Proficient with Microsoft Office suite of software; Outlook, PowerPoint, Excel, and Word.
- Conversant with the acquisition processes and policies outlined in the DoDI 5000.02, and relate them to product development, production, and sustainment.
