    DESCRIPTION:

    The Financial Analyst (Senior) provides support to clients with the management, budgeting, accounting, and reporting of their financial resources. The candidate will perform professional level work in analyzing financial data, budgetary requests, and interpreting and applying financial guidelines. The qualified candidate is responsible for coordinating with other program analysts, project officers, budget analysts, logisticians, and engineers on the development and overall monitoring of product financial management documentation, budget milestones, short- and long-term financial plans, and related metrics.

    PRIMARY DUTIES WILL INCLUDE (BUT NOT LIMITED TO): 

    Providing overarching budget and financial support services to the NAVSEA Expeditionary Programs in all areas of the DoD Planning, Programming, Budgeting, and Execution System (PPBES) with particular focus on draft budget preparation and justification, assist with funds execution, provide contract analysis and earned value, assist program planning and provide analyses and assist with the presentation of this data in various formats:

    • Assist in identifying and implementing "best practices" improvements. This direct financial and procurement support is integral to the execution of all current and future acquisition programs.
    • Assist in research, development, and preparation of Program Objective Memorandum (POM) and Program Review program requirements, and issue papers.
    • Assist in preparing, reviewing, and updating FMB/Department of the Navy (DON), OSD/Office of Management and Budget (OMB), and Congressional budget exhibits and budget back-up material for all appropriations managed by NAVSEA Expeditionary Program Managers.
    • Assist in the preparation and entry of baseline and revised financial information within the prescribed automated program management tool used for planning and program execution. The tool will define and establish budgets for all planned tasks by Work Breakdown Structure (WBS)
    • Assist in preparing, reviewing, and updating responses to financial data calls including budget questions and changes, Quarterly and Mid-Year Reviews, taxonomy, and other budget requests.
    • Assist in the day to day budget execution process by preparing, processing, and tracking the status of funding documents for all appropriations managed by the Program Offices. Monitor and update spend plans, adjust allocations to revised budget controls, and prepare reprogramming requests.
    • Monitor obligations and expenditures status, track performance against obligation and expenditure benchmarks and monitor/reconcile negative un-liquidated obligations (NULO) and un-liquidated obligations (ULO) in Streamlined Technology Acquisition Resources for Services (STARS) and Enterprise Resource Planning (ERP).
    • Provide expertise and cost data to assist in developing and maintaining Life Cycle Cost Estimate (LCCE) Models capable of: estimating program costs for each program; preparing formal LCCEs for milestone decisions; providing long term budget estimates for all phases of the program; developing total operating cost baselines and tracking program performance and initiatives; providing data for ordering economic quantities; and performing pricing and tradeoff analyses.
    • Facilitate and participate as non-voting members in Integrated Product Teams and Working Groups.
    • Organize, participate as a non-voting member, and host program meetings, reviews, and conferences at contractor and government sites. Develop recommended agendas, capture and track action items, and develop meeting minutes

    REQUIRED EDUCATION / EXPERIENCE:

    • Bachelors' degree OR 8 years in Government financial management
    • Expert working knowledge of the Defense Finance and Accounting Service (DFAS)/ Wide Area Workflow (WAWF)/ Mechanization of Contract Administration Services (MOCAS) accounting and disbursing systems
    • Sound working knowledge of Navy program and budget processes
    • Expert working knowledge of managing obligation and expense rates to ensure compliance with OSD targets
    • Demonstrated working experience developing and managing yearly spend plans
    • Demonstrated working experience developing POM/BES inputs
    • Demonstrated proficiency with Microsoft Office products/services; Word, Excel, and PowerPoint

    PERFERRED EDUCATION / EXPERIENCE:

    • Graduate degree in business or financial management related discipline
    • Demonstrated work experience as a senior financial analyst within the NAVSEA Enterprise Resource Planning (ERP)/ DoD Contracting environment; preferably as a Business Financial Manager (BFM) or as a contract support analyst to a NAVSEA BFM supporting a MPM’s office
