POSITION SUMMARY:
The Tribal Administrator (TA) serves the Pauma-Yuima Band of Mission Indians (PBMI, Band Tribe) under supervision of the Tribal Council (Business Committee) to ensure a culturally appropriate government by honoring, upholding, and facilitating realization of the Tribe’s mission and goals found within its customs and traditions as well as its governing documents, ordinances, and policies. The TA works collaboratively with tribal employees, tribal members, and community members. Directly reports to the Tribal Council, via verbal and written reports, and to the General Council when it is in session.
ESSENTIAL DUTIES, RESPONSIBILITIES, AND FUNCTIONS:
· Responsible for working with the Tribal Council to provide strategic leadership for Tribal Administration to develop long-term goals, strategies, plans, and policies created or requested by the General Council to meet the needs of the general membership. As TA must deliver an efficient and effective administrative government for the Pauma-Yuima Band of Mission Indians that meets the General Council's goals, objectives, strategies, and plans while promoting harmony, efficiency, and effectiveness.
· Studies and recognizes the uniqueness of a General Council governing structure and its committees. Works assiduously with the appropriate Committees once the Tribal Council and appropriate Committee to meet and detail the expectations.
· Establish and ensure adherence to strong internal control standards throughout organization including annual Tribal Revenue Allocation Budget and activities related to annual or special audits.
· Oversees and understands grants and grant regulations to maximize beneficial impact for the PBMI.
· Coordinates an administrative review process for all approved grants to ensure managers and directors submit financial and program reports to Federal agencies in a timely and efficient manner.
· Management of Tribal government activities in conjunction with the Tribal Council, as directed by the General Council including over-sight of the operation and management of all buildings, infrastructure, security, and purchasing.
· Provides written and verbal management reports regularly to the Tribal Council concerning the status of all assignments, duties, projects and functions of the various programs and activities, assists, where appropriate, in establishing programs objectives and meeting deadlines, preparing resolutions, contracts, budgets, reports, MOUs, and other support documents as needed.
· Attend and report at the bi-monthly General Council, bi-weekly Tribal Council, and other Committee meetings as requested or required.
· Works with the Tribal Council or appropriate Committee with government entities like the Bureau of Indian Affairs and Environmental Protection Agency, and other government agencies, for contract maintenance, compliance, and reporting.
· Oversee Tribal Operation Programs consistent with Tribal goals, objectives, and needs. Coordinates and communicates the appropriate needs to the CFO.
· Recommend the hiring, assignment of work, supervision, evaluation, and termination of senior administrative and program staff directly under the TA's supervision.
· Works with HR Director and hiring committee to hire staff
· Coordinates department head meetings to review policy directives and obtain progress reports monthly.
· Evaluates the effectiveness of programs, identifies administrative problem areas, prescribes, and monitors corrective action plans, and updates Tribal Council.
· Monitor and assist All Mission Indian Housing Authority with Native American Housing Assistance and Self Determination Act funding needs for tribal housing, including working and coordinating with the tribal housing and land committees, as needed.
· Develops and maintains ethical and professional relationships with key vendors to obtain added value to the PBMI.
· Contributes to a favorable public image of the PBMI by establishing relationships and partnerships in the community (i.e. civic, industry, and professional).
· Performs other related duties as directed by the Tribal Council in the absence of General Council directives.
EXPERIENCE & QUALIFICATIONS:
· Required to have proficient knowledge in Federal, State, and tribal laws, codes and regulations relating to Tribal sovereignty in the administration of Tribal Governance.
· Bachelor’s degree in Administration, Communication, Business, American Indian Studies, or related discipline preferred. A minimum of five (5) years' experience in a supervisory role in administration and management with a history of progressive managerial and organizational experience. Documented successes in conceptualizing and coordinating the implementation of core infrastructure, including systems, processes, resources, technology platforms, and management structure for complex operations with broad constituencies' needs addressed. Direct working experience in a Tribal Government required.
· Experience with modern and complex principles and practices of program development and administration, including grant knowledge and a proven track record of creating policies and procedures, and tribal ordinances to enhance but not inhibit the community operation and enterprise growth.
· Prior direct supervisory experience in Administration, Accounting, Finance, and Human Resources with considerable depth of knowledge in these areas. A minimum of five (5) years’ experience is desired.
· Organization and management experience as applied to the analysis and evaluation of programs policies and operational needs, enterprise-wide and utilizing cross-functional teams; a documented history of rebuilding and redirecting administrative teams and functions.
· Effective oral and written communication and can operate modem office equipment including computer networks. Understanding of different platforms including Mac OS and Microsoft OS required. Additionally, a good knowledge of electronic devices cognate to cell phones, iPad, tablets, databases, websites, and email servers preferred.

OTHER REQUIREMENTS
Driving Record: Must have a valid California driver's license, or procure it within three months of hire, and be insurable under the PBMI's policies.
Background Checks: All applicants considered for employment with the band will be required to submit to a criminal and civil background check.
Drug Testing: Pauma-Yuima Band of Mission Indians is a drug free workplace. All new employees must pass a pre-employment drug screen, as well as participate in random drug testing during employment.
