Job Summary:
This is a highly responsible position requiring a broad skillset with expertise in both grant development and writing and in grant management. The incumbent will research, identify, and apply for grant funding opportunities. Work with grant-funded departments and with funding agencies to maintain grant compliance. Participate in grant processes from opportunity development and application through to grant closeout. Oversee grant reporting, modifications, and amendment functions. This position will continually seek to increase funding opportunities available to the Pauma Band, in cooperation with Tribe’s strategic plan.
Essential Duties, Responsibilities, and Functions:
Grant Development and Writing:
· Research, identify, and apply for local, state, federal, and private funding sources.
· Oversee creation and maintenance of a grant application calendar.
· Report to Tribal Council monthly at minimum on open and forecasted funding opportunities and incorporate feedback into applications.
· Collaborate with tribal and departmental leadership on developing grant applications and program budgets.
· Review grant proposals prepared by other departments for completeness and accuracy.
· Act as primary staff contact for grant application submission and provisional award negotiation and revision process.
· Participate in meetings and trainings/workshops with potential grant funders to improve future applications.
· Exercise professional/independent judgment when determining whether grant opportunities fit within the strategic plan.
Grant Management:
· Work with all grant-funded programs across all departments to maintain grant compliance.
· Meet regularly with grant-funded departments to ensure project progress and budget allocations are sustained.
· Create and keep current all required documentation for grant files, including personnel activity reporting.
· Develop calendar and compliance documents covering all grant reporting requirements.
· Keep current tribal grant management policies and procedures to meet funder standards.
· Maintain inventory of drawdown processes by funding source and submit drawdown requests.
· Act as primary contact for financial information requests and as secondary contact for programmatic information requests from funding agencies.
· Review all grant-funded purchase requests for eligibility and lead procurement process for grant-funded major purchases.
· Maintain inventory and lead disposition process for all grant-funded capital purchases.
· Communicate regularly with other staff in explaining and interpreting applicable regulations, practices, and policies pertaining to grant management.
· Provide training and technical assistance to all grant-funded departments, subrecipients, and contractors/consultants to improve grant compliance on a regular basis and as needed.
· Support annual single audit and indirect cost rate negotiation process.
· Support development and execution of a strategic plan.
· Support grant revenue and receivable recognition, closing procedures, and all other grant-related accounting functions.
Qualifications:
Education: College graduate with a BA in Business, Project Management, Community Development or related degree.
Experience: Four years of successful work experience in the fields of grant development and grant management for federal funding sources, e.g., BIA, EPA, DOJ/CTAS, HUD/CDBG, FEMA, DHHS/ANA, is required. Experience with state, local, and private grants management preferred. Experience working with Tribal Governments preferred. Experience with project management preferred.
