    SUMMARY OF ROLE

    We are seeking an experienced Manager to oversee payroll and benefits operations from our headquarters in Paso Robles, California. This key role will oversee and supervise the organization’s multi-state payroll and benefits functions and is responsible for day-to-day benefits management, payroll upkeep, payroll processing, maintenance of payroll records, and payroll tax administration for 1,500+ employees located throughout the US. is a fast-paced, mission-critical infrastructure company seeking a professional with the drive, attention to detail, and experience with complex payroll and benefits administration to support our continued growth and success.

    DUTIES AND RESPONSIBILITIES

    • Manages and ensures accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
    • Prepares and maintains accurate records and reports of payroll transactions.
    • Ensures the timely completion of payroll and benefits tasks for the department.
    • Recruits, interviews, hires and trains new staff in the department.
    • Management and support of the payroll clerks with payroll processing and provides back-up during absences.
    • Oversees multi-state tax administration.
    • Processes and oversees certified payroll/prevailing wage.
    • Assists with day-to-day benefits management as needed.
    • Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practice
    • Oversees the daily workflow of the department
    • Works with benefits brokers to implement changes, resolve problems.
    • Oversees and assists with the timely resolution of tax issues.
    • Works with the executive team to execute bonuses, corrections, and new initiatives.
    • Performs compensation analysis and makes recommendations.
    • Provides constructive and timely performance evaluations.
    • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
    • Facilitates audits by providing records and documentation to auditors.
    • Identifies and recommends updates to payroll processing software, systems, and procedures.
    • Performs other duties as assigned.

    EXPERIENCE, QUALIFICATIONS AND EDUCATIONAL REQUIREMENTS

    • 3+ years of related Payroll management experience required, preferably multi-state
    • 2+ years Benefits experience
    • Certified Payroll Professional designation (preferred).
    • Proficient with Microsoft Office with strong Excel skills
    • Proficient with payroll software (Paylocity, Paycom, etc)
    • Bachelor’s degree in Accounting, Business Administration, Human Resources, or related field preferred (or equivalent working experience).
    • Knowledge of accounting principles and practices as it pertains to payroll (accruals and GL)
    • In-depth knowledge and experience of payroll calculation and processing in complex, multi-state company
    • Prior experience with piece-rate highly preferred.
    • Prior experience in a fast-paced, mission-critical environment preferred.
    • Managerial/supervisory experience.
    • Knowledge of applicable local, state, and federal rules and laws.
    • Solid financial acumen.
    • Proficiency in relevant payroll and accounting software including Paylocity.
    • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
    • Extensive knowledge of benefits administration and HIPAA compliance.
    • Excellent organizational skills and attention to detail.
    • Strong analytical and problem-solving skills.
    • Strong supervisory and leadership skills.
