Role Overview
Leading architecture, strategy, and delivery oversight for the CAPPS enterprise ERP program. This role connects business objectives with technical execution, owning the product roadmap, solution design standards, and modernization initiatives across a large multi-agency environment. The position provides architectural leadership, manages vendor delivery alignment, and ensures scalability, security, and compliance across all systems.
Key Responsibilities
Architecture Strategy & Roadmap
Define and evolve long-term product and platform strategy aligned with state objectives
Translate business goals into technical roadmaps and delivery plans
Identify risks, dependencies, and scalability considerations early
Ensure alignment across systems, integrations, and enterprise architecture standards
Solution Design & Governance
Review and approve solution designs, ensuring consistency and reusability
Define integration patterns, security standards, and best practices
Evaluate APIs, data flows, and system constraints
Prevent duplication and reduce architectural complexity
Vendor & Delivery Oversight
Partner with managed services vendors to guide architecture and implementation
Oversee technical delivery, SLAs, and quality standards
Evaluate trade-offs and ensure alignment with enterprise goals
Support upgrades, migrations, and modernization initiatives
Security, Compliance & Accessibility
Ensure adherence to security, performance, and compliance standards
Support WCAG 2.1 accessibility requirements across systems
Oversee audit readiness, controls, and governance processes
Maintain documentation for architecture, integrations, and changes
ERP & Technical Leadership
Provide leadership across CAPPS Financials, HR/Payroll, and related systems
Support PeopleSoft architecture, upgrades, and integrations
Guide technical teams across development, operations, and security
Serve as SME for segregation of duties and identity/access governance
Stakeholder Engagement & Advisory
Communicate architecture decisions and roadmap plans clearly
Present to executive leadership and cross-functional teams
Act as liaison between business, technical, and vendor teams
Support procurement activities with technical evaluation and input
Required Qualifications
12 or more years of experience supporting Texas state government systems
12 or more years of experience in enterprise application architecture and CAPPS support
12 or more years of experience building and managing strategic roadmaps
10 or more years of experience presenting to executive stakeholders
10 or more years of experience in technical project leadership within CAPPS
10 or more years of experience managing vendor contracts and delivery
10 or more years of experience with data integration, SDLC, and data quality
10 or more years of experience with IT security and control frameworks
10 or more years of PeopleSoft FSCM or HCM, PeopleTools, PeopleCode, SQL, and Oracle experience
8 or more years of experience with ITIL-based service operations
5 or more years of experience with segregation of duties in multi-tenant systems
2 or more years of experience managing outsourced technical teams
Preferred Qualifications
Experience with CPA legacy financial systems
Experience with enterprise modernization and infrastructure standards
Experience developing technical specifications for procurements
