Role Overview
Support enterprise financial and HR systems within a statewide ERP environment. This role provides advanced technical consulting, system oversight, and application support for the CAPPS program, including HR/Payroll and Financials systems. The position focuses on ensuring system quality, compliance, accessibility standards, and operational stability while collaborating with vendors, technical teams, and business stakeholders across multiple agencies.
Key Responsibilities
ERP Systems Support & Technical Oversight
Support CAPPS HR/Payroll and Financial systems across multiple environments
Ensure system requirements, development, and testing activities align with enterprise standards
Review and validate vendor deliverables for compliance with system procedures and coding standards
Provide technical guidance for ongoing system enhancements and operational support
Architecture Review & Design Validation
Analyze business processes and system workflows to evaluate ERP design alignment
Review functional and technical specifications to identify risks, gaps, and dependencies
Participate in technical design walkthroughs and provide actionable feedback
Assess system designs for scalability, performance, security, and data integrity
Development, Testing & Code Review
Review developed code and validate compliance with enterprise standards
Support system testing activities including preparing scenarios and validating behavior
Coordinate testing efforts for upgrades, enhancements, and vendor changes
Participate in disaster recovery and system upgrade testing initiatives
Accessibility & Compliance Management
Ensure compliance with WCAG 2.1 accessibility standards for all digital content and applications
Track and manage accessibility waivers and remediation activities
Coordinate compliance testing and validation efforts with stakeholders
Monitor and enforce adherence to accessibility and regulatory standards
Service Desk & Incident Management
Provide Level 2 service desk support including troubleshooting complex issues
Manage tickets related to integrations, connectivity, batch failures, and system configurations
Document incident analysis, resolutions, and system impacts
Collaborate with vendor teams responsible for advanced support
Integration & Data Management
Support data integration processes, data quality, and system interoperability
Manage and troubleshoot interface-related issues across agencies
Ensure data consistency and integrity across multiple systems
Assist in evaluating and adapting new platforms and integrations
Governance, Documentation & Reporting
Maintain documentation for system processes, workflows, and technical implementations
Support development of technical specifications and system documentation
Prepare executive-level materials, reports, and presentations
Ensure alignment with IT governance frameworks and SDLC methodologies
Required Qualifications
10 or more years of experience supporting Texas state government systems
10 or more years of experience supporting enterprise application systems
10 or more years of experience in technical project management and strategic planning
10 or more years of experience preparing and presenting materials to executive stakeholders
10 or more years of experience working with CAPPS or similar ERP systems
10 or more years of experience interpreting contracts and managing vendor deliverables
10 or more years of experience with data integration, data quality, and SDLC methodologies
10 or more years of experience with PeopleSoft FSCM or HCM, PeopleTools, PeopleCode, SQL, PS Query, SQR, and Application Engine
10 or more years of experience with Oracle databases
Experience supporting large multi-agency ERP environments
8 or more years of experience with IT service desk functions and ITIL frameworks
Preferred Qualifications
Experience supporting CPA legacy statewide financial systems
Experience with software and hardware lifecycle management best practices
Experience developing technical specifications for procurement efforts
