    ** Strategic Analyst III (** 6.1.2-6.1.6 Subtask 2-6)

    Minimum Education Requirement: Bachelor's Degree, preferably with a concentration in highly analytical courses (e.g., Business, Accounting, Finance, Economics, Statistics, Acquisition, and Contracting, etc.).

    Required Certifications: Professional Licensing or Certification in Program/Project Management or professional licensing or certification in Acquisition. Some examples of PM/Project Management certification are: Project Management Institute (PMI), Project Management Professional (PMP), IEEE, ISO, ITIL, CISSP. Some examples of Acquisition Certifications are: National Contract Management Association (NCMA), Certified Professional Contracts Manager (CPCM), Certified Federal Contracts Manager (CFCM), Certified Commercial Contracts Manager (CCCM), Certified Contract Management Associate (CCMA).

    Experience: 6+ Years in DoD or other federal agency(ies), Program Management and Strategic planning.

    Technical, Cost, and Schedule Management Support.

    Provide technical and functional activities for controlling the cost, schedule, and technical performance of program(s) to achieve stated objectives of all tasks specified within this PWS. These tasks may include productivity and management methods, such as technical quality assurance, schedule management (and critical path analysis), cost data analysis, progress/status reporting and program reviews. Understand and apply program/project management process methods, such as defining and sequencing activities, developing, and controlling schedules, analogous and parametric estimating, quality analysis, etc., to ensure the successful execution of program requirements and delivering effective capabilities to meet the Warfighter’s operational needs.

    The Contractor shall perform activities including and related to:

    • Assist in the identification, tracking, and resolution of complex issues impacting program/project cost, schedule, and performance.

    • Liaise with functional groups and program office leaders to identify technical, cost, and schedule risks, issues, and potential problems.

    • Coordinate budget, costing, acquisition and contract input for program/project cost, schedule and performance estimates and draft work products.

    Earned Value Management (EVM) Support.

    Provide EVM support and expertise to measure project performance for programs. This is to be accomplished via a systematic project management process to find variances in projects based on the comparison of work performed and work planned. This may include IT, specifically, Information Assurance and Information Security related to the organization’s tasks, projects, and programs.

    This includes, but is not limited to, the following:

    • Perform valuation of planned work.

    • Establish pre-defined “earning rules” (metrics) to quantify the accomplishment of work.

    • Measure service performance using levels of effort (LOEs).

    • Organize into projects elements of service work where discrete output can be identified and/or scheduled.

    • Prepare work breakdown structures (WBS) to define work efforts and integrate planning, performance, and cost accumulation.

    • Assist in the integration of management control systems for assessing, understanding and quantifying of what Program Management Office is achieving with program dollars.

    **Integrated Master Schedule (IMS) Development/Sustainment Support. **

    Provide IMS support and expertise to develop and manage a time-based schedule containing the networked, detailed tasks necessary to ensure successful program execution. This may include IT, specifically Information Assurance and Information Security to the organization’s tasks, projects, and programs.

    This includes, but is not limited to, the following:

    • Develop IMS and associated processes for validating task, resource, and schedule realism.

    • Maintain a fully resourced baseline IMS, inclusive of milestone dates, predecessor and successor dependencies; and identify critical path activities across multiple functional areas.

    • Analyze, update, and manage proposed schedule changes to include an assessment of impacts.

    • Identify risks on the critical path, and throughout the program/project IMS, with appropriate mitigating strategies for identified risks.

    • Develop briefing reports to articulate, based on analysis and findings, lessons learned and mitigation strategies to avoid recurrences.

    • Support the development of a new/improved IMS.

    • Coordinate and analyze critical path inputs, outputs, and activities.

    Risk Management Support.

    Provide risk management support and expertise to the overarching process that encompasses identification, analysis, mitigation planning, mitigation plan implementation, and tracking of risk. Included are identification and management methods in the endeavor that begin with requirements formulation and assessment, include planning and a risk reduction phase if needed, and strongly influence the structure of the deployment of capabilities delivered to end-users. This is necessary to minimize the likelihood of program disruption, be proactive in issue resolution, and maximize the probability of delivering services/products within reasonable time and cost.

    This includes, but is not limited to, the following:

    • Integrate and/or transition assigned programs into the directorate/branch/office portal sites and other PMOs Portals/SharePoint. Specific activities include architectural and hosting implementation, license reconciliation, Risk Management Framework (RMF) update/process, portal build out (taxonomy, sites, logo), data, tool and user migration, and user implementation (deployment, user communication and training).

    • Provide support to projects, both at the agency level and PMO level, to identify and provide solutions to challenge areas, identify risks and mitigation steps, and report on areas in need of greater attention.

    • Assist in the mitigation of risks that affect the overall security posture of programs and corresponding security controls, via the implementation of a set of criteria that dictate how IT systems must be architected, secured, and monitored.

    • Identify, track, and assist in the mitigation of program cost, schedule, and performance risks. The Contractor shall include pre- and post-mitigation rankings for probability of occurrence and consequence.

    • The Contractor shall document the risk mitigation strategies within the relevant monthly status report (MSR) and relevant risk reporting presentations, and, at a minimum, it shall: identify and mitigate cost, schedule and performance risks using DoD Acquisition and Sustainment Life Cycle Management guidance; include risk and post mitigation ranking for probability of occurrence and consequence; and incorporate risk mitigation strategies into program planning and technical activities.

    • Propose changes in operational and business approaches to address risk mitigation activities.

    Operational and Performance Metrics Support. ****

    The Contractor shall provide technical and functional activities for the process of ensuring target performance metrics are met, and the metrics and their values support the operational strategy. This includes related activities to facilitate the attainment of goals and objectives of all tasks specified within this PWS. Tasks include providing productivity and management methods to ensure program/project performance meets operational needs; to include progress/status reporting and program reviews. Understand and manage multiple discipline areas, to include related rules, regulations, policy and specific statutory requirements, to ensure the successful execution of multiple programs and their goals of meeting the user’s operational needs.

    In support of this subtask, the Contractor shall perform activities including and related to:

    • Provide expertise in the analysis, development and sustainment of performance metric plans that will support the strategic goals and objectives of the organization and improve program efficiencies and effectiveness to produce results that will strengthen the health of the program and improve reporting and budgeting requirements at the task, project, program and Agency-level.

    • Assist the Government with identifying and monitoring performance measures to assess program health, and operational progress against plans, baselines, and requirements to achieve and maintain efficiency.

    • Assist in preparation and coordination of internal and external Program Management Reviews (PMR) to include, but not limited to the following reviews: budget execution against current spend plan(s), quarterly work accomplishments and uncompleted work, upcoming quarter work efforts, estimates at completion, and challenges and issues.

    • Prepare and maintain program/portfolio metrics in the standard format used by the PMO, typically in the form of a Balanced Scorecard.

    • Develop, capture, analyze, and monitor program metrics across agency acquisition portfolios to track cost, schedule, and performance assessments. Metrics shall provide an unbiased assessment of the status of programs, business systems, and acquisition of services and the overall acquisition structure (people, process, regulations, and guidelines). Metrics shall be updated on a recurring basis identified at the call order level and reflect the most current information available.

    • Analyze current and future PMO requirement efforts via multiple data sources to identify trends and produce metrics and reports on a recurring basis as specified at the Call Order level. The Contractor shall develop metrics that cover program assessment, acquisition support, and acquisition workforce parameters. The Contractor shall support the preparation and execution of meetings and decision boards with tailored action items and visualization charts.
