Summary:
The HR, Payroll & Compliance Manager plays a critical leadership role in supporting the operational integrity, regulatory compliance, and workforce governance of Roots, Inc. dba Roots Through Recovery.
Operating under the direct supervision of the Director of Finance & Billing — the organization’s primary fiscal and compliance authority — this position is responsible for administering all human resources functions, overseeing payroll operations, and executing workforce-related regulatory compliance requirements.
This role ensures continuous compliance with:
Los Angeles County Substance Abuse Prevention and Control (SAPC)
DMC-ODS Provider Manual requirements
California labor laws and employment regulations
Federal and state healthcare regulations, including HIPAA and 42 CFR Part 2
Internal Roots policies, procedures, and governance frameworks
The HR, Payroll & Compliance Manager works closely with executive leadership to maintain strong internal controls, audit readiness, workforce accountability, and organizational risk management while supporting a trauma-informed and mission-driven workplace culture.
Essential Duties and Responsibilities:

I. Human Resources Management
· Manage all HR operations including recruitment, onboarding, orientation, and off-boarding
· Ensure proper employee classification (exempt/non-exempt, employee/contractor)
· Maintain personnel files in compliance with SAPC, county, and organizational standards
· Administer disciplinary actions, investigations, corrective action plans, and grievances
· Ensure compliance with California Labor Code, wage and hour laws, and employment regulations
· Support supervisors and leadership with HR guidance and documentation
· Maintain HR policies and procedures aligned with regulatory requirements
II. Payroll Administration
· Process end-to-end payroll for employees and independent contractors under direction of the Director of Finance & Billing
· Ensure accurate wage calculations, overtime compliance, PTO tracking, and leave administration
· Coordinate payroll tax filings, garnishments, benefits deductions, and reconciliations
· Maintain payroll documentation for audit and compliance purposes
· Assist with payroll audits and internal control reviews
· Collaborate with Finance on payroll reporting and expense tracking
III. Compliance & Regulatory Operations
· Oversee workforce compliance related to SAPC and DMC-ODS requirements, including:
o Credentialing and licensure verification
o Background checks and onboarding compliance
o Mandatory training documentation
o Personnel file audits
· Prepare for and support SAPC, DHCS, and county audits
· Assist with audit responses, corrective action plans, and follow-up documentation
· Track and manage incident reporting, grievances, and appeals
· Maintain regulatory documentation in accordance with provider manual standards
· Support implementation of internal compliance and risk management programs
IV. Training, Credentialing & Workforce Development
· Maintain training matrices and certification tracking systems
· Ensure staff meet all contractual, licensing, and training requirements
· Maintain credentialing binders and electronic audit-ready files
· Provide compliance reports to Finance and Executive Leadership
V. Risk Management & Administrative Operations
· Support incident investigations and root cause analyses
· Track corrective actions and ensure timely resolution
· Maintain documentation control systems and version management
· Support administrative workflows that protect fiscal integrity and regulatory compliance
Education:
Bachelor’s degree in Human Resources, Healthcare Administration, Business Administration, or a related field required
Professional Experience:
Minimum five (5) years of progressive HR experience in healthcare or behavioral health.
Demonstrated experience administering payroll systems.
Experience working in Medi-Cal, SAPC, or county-contracted programs strongly preferred.
Experience supporting audits and regulatory reviews highly desirable
Certificates, Licenses, Registrations
HR certification (PHR, SHRM-CP, SHRM-SCP) preferred.
Knowledge of SAPC/DMC-ODS workforce compliance requirements strongly preferred.
