    Job Description

    PLEXOS GROUP IS LOOKING FOR A SR. GRANTS CONSULTANT TO JOIN OUR TEAM! You will be responsible for performing complex (journey-level) grant coordination technical assistance and administration work. Work involves preparing, maintaining and reviewing compliance of sub-grants; coordinating and evaluating grant applications to determine appropriateness of grant or compliance with requirements and standards; and servicing as a liaison between funding sources and the local entities. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

    ESSENTIAL DUTIES/RESPONSIBILITIES:

    1. Performs an array of technical, training, research, planning, compliance, program assessment and administrative activities related to federal grants administration.

    2. Assists in planning, organizing and coordinating disaster recovery programs that involve local, state, and federal agencies, volunteer groups and the public.

    3. Serves as a liaison to staff, government agencies, community organizations or the general public to assist in explaining program specifics and requirements.

    4. Markets program(s) to community and professional groups to encourage and/or improve interest in the program(s).

    5. Monitors compliance with requirements, laws, regulations, policies and procedures for assigned program. Assists program staff in determining trends and resolving technical problems.

    6. Represents Plexos Group during post-disaster operations and helps coordinate provision of post-disaster assistance.

    7. Travels throughout the country to survey disaster areas to assist in the identification of appropriate measures to assist local officials and the most applicable state and federal assistance programs to fund those measures. Participates in efforts with state and local inspection teams to assess and report damage.

    8. Participates, as needed, in extended Joint Field Office operations; may be required to operate away from home for extended periods without relief.

    9. Assists in preparing and processing applications for disaster projects in accordance with applicable state and federal laws, rules, policies and procedures.

    10. Serves as a recovery specialist and coordinates and assists in the administration of federally funded grant programs. Reviews quarterly project progress reports, payment requests, and provides guidance and assistance to local entities concerning documentation requirements and in the resolution of problems.

    11. Performs project site inspections to verify progress or completion of grant projects and causes for delays from established timelines or deviations from the approved scope of work. Assists clients with requests for extensions or project changes asappropriate.

    12. Verifies the nature and amount of grant-related expenditures through examination of payroll records, contracts, timesheets, inventory asset accounts, account payables, and real estate records; ensures all expenditures are in compliance with the defined scope of work and state and federal guidelines.

    13. Conducts entrance and exit conferences with elected officials, governmental and non-profit organization leaders to explain the audit process and results.

    14. Assists and develops action plans developed for local jurisdictions for compliance with Federal Emergency Management Agency procedures and guidelines.

    15. Provides the development and provision of information, technical assistance, implementation guidance and training to clients concerning grant programs, financial record retention and state and federal disaster assistance programs.

    16. May process requests for grant project payments for clients, perform financial reviews required for final payment, enter project data into spreadsheets and databases and perform other duties associated with the administration of federal grant projects.

    17. May coordinate and/or oversee the work of technical, and/or clerical personnel during Disaster Field Office Operations.

    18. Performs other duties as assigned.

     

    GENERAL QUALIFICATIONS AND REQUIREMENTS:

    1. EDUCATION – Graduation from an accredited four-year college or university.

    Relevant work experience may be substituted in lieu of education requirements on a year-for-year basis, with thirty

    (30) semester hours equal to one (1) year experience.

    1. EXPERIENCE – one (1) year of responsible work experience in positions involving any combination of emergency management, financial compliance, public administration, bookkeeping, real estate, commercial construction, insurance adjusting or military staff planning.

    2. INTERPERSONAL SKILLS – Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internalcustomers.

    3. PRESENTATION/COMMUNICATION SKILLS – Ability to develop and conduct training classes, briefings, workshops and conference presentations. Ability to communicate effectively (orally and in writing).

    4. ANALYTICAL SKILLS - Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current, and prevent recurrences of, problem conditions. Develop statistical reports, to compile and analyze statistical data.

    5. ORGANIZATIONAL SKILLS - Must be organized, flexible, and able to prioritize in a multi-demand environment.

    6. REGULATORY KNOWLEDGE - Working knowledge of, or the ability to rapidly assimilate information related to Emergency Management, State, and Federal, regulations, legislation, guidelines, policies and procedures. Considerable knowledge of public and grant administration. Considerable knowledge, after training, of methods of resources management, including the acquisition, allocation and distribution of various types of financial assistance and disaster relief.

    7. COMPUTER SKILLS - Skill in using a personal computer and associated word processing, spreadsheet, presentation, database, and graphic software.

    8. CONFIDENTIALITY - Must be able to responsibly handle sensitive and confidential information and situations.

    9. DRIVING REQUIREMENT – Must have a valid driver license from state of residence.

    10. BACKGROUND REQUIREMENT – Must be able to pass a general background investigation.

    11. TRAVEL REQUIREMENT – 50%

    ¨ Ability to deploy from normal duty station for extended period in the aftermath of a disaster and to work extended hours, including evenings and weekends.

    ¨ Must be able to work in inclement weather, traverse uneven terrain and standing water, and move into and around damaged structures to conduct damage assessments or move around construction or debris removal sites when conducting project audits.

    ¨ Driving requirements for this position: moderate-frequency
