Policy Advisor Duties:
- Monitor VRC interests across a diverse range of stakeholders to include industry groups, trade associations, and lobbyists to monitor intra and inter-state trends in both live horse racing, historical horse racing, and all associated pari-mutuel wagering; provide timely advice and predictive analysis the Executive Secretary.
- Assist with development of VRC strategies—legislative and/or regulatory
- Be responsive to needs of VRC leadership and internal business.
- Research, draft, and revise regulations and policy guidance for Commission approval.
- Serves as primary point of contact for offices of members of the Virginia General Assembly, Virginia State Senate, U.S. Congress, and other similar offices. Provides assistance in resolving constituent assistance/casework.
- Monitors legislative changes from the General Assembly and guidance from FOIA Council
- Act as a liaison between the Commission, racetracks, vendors, and regulatory bodies.
Preferred:
- Juris Doctorate degree preferred; licensed in Virginia
- Three to five years’ experience in state government affairs, political or grassroots organizing, or policy advocacy; some administrative law experience
- Demonstrated history of managing policy initiatives or campaigns
- Superb judgment and emotional intelligence with ability to resolve contentious issues, and forge consensus and build coalitions among divergent views
- Excellent judgement regarding strategic policy priorities, taking into consideration the political and communications landscape.
