POSITION SUMMARY: Responsible for the expansion of the Rochester Technology and Manufacturing Association’s (RTMA) Pre-Apprenticeship and Training programs which serve as a pipeline for the local advanced manufacturing workforce. The Pre-Apprenticeship and Training Manager (PATM) will work under the Director of Workforce Development and Executive Director to promote programs aligned with the pipeline to the semiconductor industry, battery and energy storage manufacturing, and roles with suppliers to the Maritime Industrial Base (MIB).
RESPONSIBILITIES AND DUTIES: The Pre-Apprenticeship and Training Manager (PATM) is responsible for the day-to-day management of and coordination of program activities within the greater Rochester and Finger Lakes region, ensuring compliance with all applicable regulations, reporting requirements, and performance benchmarks. This position will also:
Forge partnerships with community colleges, educational institutions, workforce development boards, and various community-based organizations. Educational institutions will assist with the program’s curriculum to the requirements of current manufacturing positions in the region. Topics include CNC technology, automated maintenance, lean manufacturing, quality control, and others. New semiconductor, MIB, and battery-specific content will also be integrated into training programs.
Oversee implementation of the RTMA’s training programs and serve as the primary point of contact and ensure timely communication with all program partners.
Maintain accurate and up-to-date records of participant enrollment, attendance, progress, and outcomes, including credential attainment, job placement, and entry into a NYS Registered Apprenticeship Program. These records shall be submitted in accordance with reporting timelines.
Facilitate regular check-ins with participants to monitor progress, address barriers to completion, and coordinate wrap-around services as needed. This includes, but is not limited to, transportation, childcare, technology assess, and work attire.
Convene bi-weekly meetings with partners and stakeholders; including employers, educational partners, workforce development boards, and others to review program performance, share best practices, and identify opportunities for continuous improvement.
Ensure the delivery of the approved curriculum including any sector-specific modules related to the semiconductor, battery and energy storage, or Maritime Industrial Base (MIB) manufacturing.
Arrange tours of up to three (3) advanced manufacturing employers per training cohort which will provide participants with a firsthand look at production roles and careers.
Collaborate with the employers to provide job interviews, employment opportunities, and Registered Apprenticeship pathways for program participants.
Implement a continuous improvement process; including participant feedback mechanisms and outcome tracking; to inform program enhancements and ensure alignment with regional workforce needs.
Must have the ability to work independently as well as with others and perform additional duties as assigned.
QUALIFICATIONS AND SKILLS: Working knowledge of the advanced manufacturing industry, Registered Apprenticeship Programs, training programs, and career exploration programs.
Familiarity with educational institutions, community colleges, workforce development boards, community-based organizations, and various workforce development professionals in the greater Rochester and Finger Lakes region.
Experienced in creating and running workforce development programs with proven results.
Excellent communication skills, organizational skills, and problem-solving skills.
Must be proficient in Microsoft Office, Outlook, SharePoint and various social media.
Must be self-driven as this position requires someone to market, connect, and drive results with very little supervision. The RTMA staff will provide support, but this position needs to be the driver of success.
(NOTE: Comparable experience may be substituted for minimum qualifications.)
WORK ENVIRONMENT: Position will be located at the Rochester Technology and Manufacturing Association’s office at the Brighton Campus Park, 2024 West Henrietta Road, Suite 3J, Rochester, NY 14623.
The workday is generally Mondays through Fridays from 8:00 a.m. to 5:00 p.m. with occasionally pre-scheduled early morning, evening, and/or weekend events as needed.
PHYSICAL DEMANDS AND WORK ENVIRONMENT: Work is performed at the RTMA office, at various locations when meeting with partners (i.e. educational institutions, workforce partners, etc.).
Occasionally moving and lifting moderate amounts of weight and operating office equipment that may require repetitive hand movement.
