    The Precise team is seeking an IT Portfolio Manager to support the NAVAIR Digital Group Applications/AMS Program Manager in Tampa, FL.

     

    The IT Portfolio Manager will perform and manage various aspects of the following:

    • IT Portfolio Management requirements (Annual and Out of Cycle Defense Business System (DBS) Funding Certifications for the Acquisition Management System (AMS)
    • Annual System Review (ASR) compliance requirements
    • Financial/Budget Planning
    • Business Enterprise Architecture (BEA) Compliance requirements
    • The ITPM will collaborate with the AMS PM, AMS engineers, financial analysts, Budget Submitting Officers (BSOs), Echelon II Chief Information Officers (CIOs), the DON Acquisition Functional Area Manager (DON ACQ IT Portfolio Manager), DON Deputy Chief Information Officer (DDCIO Navy) and Navy Office of Chief Management Office (CMO) – Navy OCMO.

     

    REQUIRED SKILLS:

    • Obtain database accounts in the (DITPR-DON)/(DADMS) and Program Budget Information System for Information Technology (PBIS-IT) to assist in managing NAVAIR systems and applications.
    • Assist the NAVAIR in satisfying DITPR-DON Annual System Review assessments and assertions. This effort will require extensive collaboration with IT specialist and Echelon II command representatives to ensure all Annual System Review requirements have been completed by suspense dates specified by the DON Acquisition (ACQ) Functional Area Manager (FAM) and Deputy Department of the Navy Chief Information Officer. 
    • Maintain and manage technical and financial document archives and work products.
    • Review, analyze, and assess IT systems and software applications listed in DITPR-DON and DADMS (https://www.dadms.navy.mil/) that comprise the DASN (AP) Acquisition IT Portfolio.
    • Assist NAVAIR with DoD Business Enterprise Architecture (BEA) compliance requirements in support of documenting the End-to-End acquisition IT architecture and updating IBF-DAP (the DoD BEA tool) in support of annual Organizational Execution Planning and funding certification requirements.
    • Create and maintain a Plan of Actions and Milestones (POA&M) template for use in managing the migration of new and "discovered" DBSs into the Acquisition IT Portfolio.
    • Collaborate with DON Office of Chief Management Officer (NAVY OCMO), DON Deputy Chief Information Officer (Navy) (DDCIO (Navy)), DDCIO (Marine Corps), DON Office of Financial Management and Budget (FMB) to ensure NAVAIR systems are represented with 100% accuracy/consistency in all applicable reporting and tracking databases.
    • Assist PMO in conducting Business Case Analysis (BCA) and Business Process Re-Engineering (BPR) exhibits in accordance with appropriate statutes, regulations, directives and instructions. Coordinate with the DON ACQ FAM and NAVY OCMO to validate and approve BCA and BPR in support of NAVAIR DBS requirements in the Acquisition IT portfolio.
    • Assist in developing DON Senior Executive Service (SES) level Acquisition IT System Portfolio analysis in accordance with appropriate statutes, regulations, directives and instructions.
    • Review and effectively collaborate with NAVAIR Program Management Office (PMO) and Budget Submitting Office (BSO) to ensure DON ACQ DBS profiles, budget, and BEA data are accurately reflected and maintained in DITPR-DON, PBIS-IT, and IBF-DAP.
    • Utilize PBIS-IT to track, validate, and report functional capability and IT portfolio program elements that fund business need definition and business solution design efforts.
    • Assist in drafting Business Capability Requirement Documentation (BCRD) when new system requirements result in the addition of new DBS capabilities and requiring Development and Modernization (DevMod) funding.
    • Assist the NAVAIR PMO in adhering to all DBS acquisition and management requirements identified in the DoD Instruction (DODI) 5000.75 (Business Systems Requirements and Acquisition).
    • Review and provide comments on annual NDAA updates as required.

    REQUIRED EXPERIENCE:

    3 Years’ experience managing DON DBS Funding Certification requirements.

    3 Years’ experience managing DON Annual System Review requirements.

    3 Years’ experience managing BEA compliance requirements

    3 Years’ experience managing Annual System Review and IT requirements

    3 Years’ experience utilizing the following DoD and DON databases to manage IT and Financial requirements:

    • Department of Defense (DoD) IT Portfolio Repository-Department of the Navy (DITPR-DON) – IT system tracking database
    • DON Application and Database Management System (DADMS) – DON Software Application Tracking database
    • Program Budget Information System for Information Technology (PBIS-IT)
    • Integrated Business Framework Data Alignment Portal (IBF-DAP) – DoD BEA Database
    • DON Portfolio Review Tool (PRT) - DON DBS Funding Certification Database managed by Navy Office of the Chief Management Officer – Navy OCMO

    REQUIRED EDUCATION: Bachelor’s Degree in technical or business-related field; Data Management/Science preferred.

     

    CANDIDATES MUST HAVE A SECRET CLEARANCE.
