    Position Overview

    The Preconstruction Coordinator is responsible for owning and coordinating the front-end bid and proposal process across Marolf Environmental’s business lines, including lift stations, wastewater treatment plants, and fabrication. This role serves as a central point of coordination for bid flow, document control, vendor and subcontractor outreach, municipal and county requirements, proposal assembly, bid tab support, and project handoff preparation.

    This position is designed for a detail-oriented, driven construction professional who can keep multiple opportunities moving at once, ensure estimates and proposals are completed accurately and on time, and support the company’s overall bid discipline and win-rate. The role works cross-functionally with operations, estimating, fabrication, project management, vendors, subcontractors, municipalities, and customers, while stopping short of final pricing ownership.

    Key Responsibilities

    Coordinate the full bid flow from opportunity intake through proposal submission and handoff.

    Organize, maintain, and distribute bid documents, drawings, specifications, addenda, and related preconstruction files.

    Review plans, specifications, and bid packages to understand project scope, submission requirements, and compliance needs.

    Support the estimating process by helping organize takeoff information, bid tabs, proposal inputs, and final bid packages.

    Assemble proposal documents and submission packages for public, municipal, bonded, and private opportunities.

    Track deadlines, bid calendars, addenda, rebid notices, pre-bid meetings, and site walk requirements.

    Communicate with vendors, subcontractors, counties, municipalities, customers, and internal stakeholders to gather required information and keep opportunities moving.

    Solicit and follow up on vendor and subcontractor quotes to support complete and timely bid coverage.

    Help identify missing information, gaps, and risks within bid packages before submission.

    Support the preparation of final bid tabs and proposal summaries, while stopping short of final pricing ownership.

    Ensure bid submissions are complete, accurate, and delivered on time in accordance with client, municipal, and procurement requirements.

    Assist in building and improving templates, proposal tools, bid logs, and document management processes.

    Support project handoff by organizing awarded-job documentation and ensuring a smooth transition from preconstruction to operations and project execution.

    Attend site walks, pre-bid meetings, rebid meetings, and related coordination events as needed.

    Collaborate with internal teams to support alignment across estimating, operations, fabrication, project management, and administrative functions.

    What This Role Is Not

    This role does not own final pricing strategy.

    This role is not a direct sales position.

    This role is not responsible for post-award project coordination beyond supporting an organized handoff into execution.

    Qualifications

    Bachelor’s degree required.

    Construction industry experience required.

    Experience in water/wastewater, municipal infrastructure, fabrication, precast, industrial, or design-build environments strongly preferred.

    Familiarity with public and municipal bidding, county requirements, bonded projects, and formal proposal submissions preferred.

    Ability to read and interpret plans, specifications, bid documents, and technical requirements.

    Experience coordinating multiple deadlines and deliverables in a fast-paced construction environment.

    Strong organizational skills with exceptional attention to detail and follow-through.

    Strong communication skills and ability to work effectively with internal teams, vendors, subcontractors, customers, and public agencies.

    Proficiency in Microsoft Excel required.

    Experience with Bluebeam, takeoff software, AutoCAD, or similar construction-related tools is a plus.

    Self-starter with strong urgency, accountability, coachability, and a high standard of execution.

    Compensation

    Base Pay: $25.00–$30.00 per hour.

    Variable Compensation: Additional variable compensation based on bids won.

    Final compensation will be based on experience, construction industry background, and relevant municipal or wastewater bidding exposure.
