Explosive Ordnance Disposal Training and Evaluation Unit One (EODTEU-ONE)
Point Loma, CA
Prevailance is seeking highly skilled and experienced EOD Instructors to perform training services for Explosive Ordnance Disposal Training and Evaluation Unit One (EODTEU-ONE) courses of instruction at Naval Base Point Loma, San Diego, CA. This position is contingent on the award of a government contract.
DUTIES, ROLES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
CURRICULUM:
- Prepare and maintain a personalized lesson plan for each subject matter area assigned using the lesson plans furnished by EODTEU-ONE. Prepare quizzes and remedial homework assignments as needed.
- Review all Instructor Lesson Plans for technical accuracy.
- Review all test items, quizzes, homework, and other instructional materials for completeness and conformity with the curriculum, submitting written recommendations for change to the Division leadership.
- Note deficiencies/discrepancies in training equipment, devices, instructional aids, and material and submit written recommendations to the Division leadership.
- Serve as a subject matter expert for specific courses that they teach. Submit written recommendations for curriculum updates to the Division leadership.
CURRICULUM/SURVEILLANCE MAINTENANCE:
- In conjunction with instructor tasks, the contractor shall perform surveillance and make interim changes (with Government approval) to curriculum materials including, but not limited to, lesson plans and trainee guides, test and test material.
- Surveillance consists primarily of monitoring training materials. From the time an item of training material is available, the contractor shall make on-going assessments and recommend improvements. All instructors are a part of the surveillance network for the courses they teach.
- Surveillance monitors hardware and documentation (including software) changes for impact on training materials and recommending corrective action in writing.
- Surveillance detects errors or deficiencies in existing training materials and recommending corrective action in writing.
- Surveillance reassesses training materials on an on-going basis and framing proposals for their improvement.
INTERIM CHANGE:
- Interim Changes picks up where surveillance leaves off and is the responsibility of the contract instructor in conjunction with instructor tasks. No additional expense shall be charged to the Government for providing curriculum maintenance services.
- Interim change is a minor change to training materials to correct editorial, typographical or technical errors; teach ability; safety or urgent Type Commander promulgated changes approved by the Government.
- An interim change shall not change any course or topic learning objective
- The contractor shall not use hardware and software to plan, design, develop, restructure, and validate the Interactive Video Disc, Computer Aided Instruction, and/or Computer Managed Instructional Programs.
- Participate in the Formal Course Review process with EODTEU-ONE military and civilian personnel during the normal eight-hour day, without interrupting the class schedule.
INSTRUCTIONAL TECHNIQUES:
- Explain instructional objectives and expected academic achievements to each incoming class.
- Familiarize students with classroom/lab procedures and requirements.
- Teach all assigned topics in accordance with applicable documents and approved curriculum effectively utilizing all allotted time.
- Maintain proficiency in instructional techniques as set forth in Navy’s Journeyman Instructor Training Course or equivalent.
- Incorporate current examples in the teaching process (e.g. develop clarification or examples of application related to the Navy) wherever possible.
- Maintain proficiency in the use of training aids, equipment, devices, and instructional materials necessary to teach assigned topics.
- Observe required instructor/student contact hours as indicated on each individual course master schedule.
- Develop and maintain classroom/laboratory management techniques that reflect professionalism and good discipline in order to enhance learning.
- Diversify teaching techniques in order to maintain motivation and interest in the subject area. Attend in-service training (estimated 16 hours per year) designed to update military and contract personnel on Government policies and procedures (e.g., Performance Review Board Training). Training shall occur during the normal eight-hour day, without interrupting the class schedule.
- Supervise practical work carried out by students, including practical work exercises that uses Computer Aided Instruction, and assist them at points of difficulty
CLASSROOM / LABORATORY ADMINISTRATION:
- Have all instructional material/equipment /aids shall be on hand and ready for use prior to start of a lesson.
- Maintain a high standard of professional qualifications in instructional area and a dignified, harmonious and professional classroom/laboratory environment.
- Report all problem areas related to assigned duties and responsibilities to the COR’s designated representative.
- Provide immediate access to assigned areas to both students and supervisors during working hours.
SAFETY AND SECURITY:
- Instruct students in operation and safety requirements of lab equipment and trainers.
- Monitor student compliance with safety standards and procedures, immediately correct safety violations, report all violations to the Contractor Onsite Training Manager and the Division leadership who will report to the COR’s designated representative.
- Report discrepancies in cleanliness, safety, or security to the COR’s designated representative.
- Maintain currency in safety standards and participate in annual safety stand-down training topics that pertain to classroom and laboratory safety, within the normal eight-hour training day.
- Maintain security when handling files and student records, particularly guarding Privacy and Disclosure Act Information.
TESTING, GRADING AND EVALUATION:
- Administer, grade, and review knowledge and performance tests, taking necessary precautions to preclude the possibility of cheating and/or test compromise in accordance with applicable regulations.
- Administer knowledge and performance tests to students in accordance with approved curriculum Test Plan requirements.
- Conduct critique of test results with students in accordance with Test Plan policy.
- Compute and document students’ grades at grading period intervals applicable to each program of instruction per the Test Plan.
- Maintain test item analysis data in accordance with current directives.
- Serve as subject matter expert for test construction, test item analysis, and test review boards.
- Maintain test security; ensure tests and answer keys are properly secured at all times.
- Conduct student critiques in accordance with Navy School Management Manual (NAVEDTRA 135) and local directives.
REMEDIATION:
- Provide academic progress information daily to the Division leadership.
- Recommend alternative instructional media for students who desire further enrichment in particular subject matter.
- Assign suitable study materials and procedures to help students with academic/performance problems.
- Provide academic counseling to failing students.
- Remediate students with academic/performance problems in assigned subject matter within the normal eight-hour day and study hall as specified in section 11. The Instructor providing remediation must be qualified in area of student academic problems.
- Monitor remedial study record and provide periodic written evaluation upon request and recommend action to the Division leadership.
STUDENT ADMINISTRATION:
- Complete academic portion of students' evaluation record as required. The Training Division shall maintain student records.
- Provide academic/performance comments concerning students having special military request to the instructor supervisor for submission to the Division leadership.
- Refer student disciplinary problems and unresolved academic problems to the Division leadership.
- Account for student attendance during assigned training periods, reporting all absentees to Division leadership.
- Complete all required student forms and reports in a timely manner and in accordance with applicable instructions.
PHYSICAL INVENTORY:
- Upon entry and exit of training facility, perform a physical and/or visual inventory of all classroom/lab training equipment, aids, devices, and other instructional media. Reporting all missing items to the COR’s designated representative.
- Perform operational checks on training equipment, devices and aids, daily as specified in each course statement of work. Report all inoperative equipment to the COR’s designated representative.
- Safeguard and maintain control of all Government property while in use. Secure/store training equipment, devices, and aids in accordance with individual course requirements and/or command directives.
- Verify Government property as outlined by individual course requirements, reporting discrepancies to the COR’s designated representative.
- Inventory written instructional materials assigned to a particular classroom/lab and submits shortage list to the COR’s designated representative.
- Instructors shall comply with physical security and loss prevention policies to ensure their students do not remove any unauthorized materials from restricted areas.
- Contractors shall be assigned collateral duties as Inert Ordnance Coordinators for each division. They will assist the Training Aids Acquisition/Inert Ordnance Inventory Manager reconcile inert inventory at least monthly and document the inventory reconciliation information. Training Aids Acquisition/Inert Inventory Ordnance Manager will maintain the reconciliation information subject to Government inspection.
EQUIPMENT MAINTENANCE:
- Perform training related corrective maintenance to correct instructor installed faults on assigned technical training equipment/simulators used in maintenance oriented courses.
- Perform normal Operational Maintenance.
COURSE ADMINISTRATION:
- Meet with the COR’s designated representative on regular basis to coordinate monthly military/academic training schedules and prioritize long-term and short-term instructional requirements.
- Notify the Division Leadership of any discrepancies in assigned facility or instructional equipment and materials.
- Coordinate required and/or recommended changes in curriculum, testing, classroom arrangements, scheduling, and teaching methods concerning assigned topics with the Division leadership.
- Conduct classes in accordance with the course master schedule and daily training schedule.
- Advise the Division Leadership of a student's declining trend or poor performance as soon as possible after observation. Process student attrition/setbacks in accordance with COMEODGRUONE/TWOINST 1500.1(Series).
- Maintain an adequate supply of student forms and instructional materials to support assigned topics/ areas are on hand, submitting shortage lists to the COR’s designated representative.
- Each contract instructor shall have the necessary equipment, tools, training aids, and devices to teach the assigned topics. Report discrepancies to the COR’s designated representative.
TECHNICAL/ACADEMIC INSTRUCTOR QUALIFICATIONS:
- Shall be graduates of a U.S. Armed Forces, EOD Technician NEC, MOS or AFSC producing course taught at NAVSCOLEOD. All contract instructors shall meet the following requirements in accordance with NETCINST 1500.5(Series):
- Qualification criteria. A Contract instructor shall have completed one of these forms of acceptable training:
- Military service Instructor Training Course (ITC).
- Instructor training via an accredited academic institution
- Academic credentialing (teacher/professor)
- NETC Academic ITC requirements. Accredited academic institutions ITC should contain at a minimum, these Learning Objectives:
- Effective communication and questioning techniques
- Adult learning theory and principles
- Instructional Delivery methods
- Lesson delivery performance laboratory
- Training environment management
- Inter-personal skills
- Evaluation and Feedback
- Each individual selected to perform as an instructor shall have a high school diploma or equivalent (i.e., GED).
- Each individual shall have successfully performed in a US Armed forces active duty EOD Technician/Mobile Detachment Salvage Diving (MDSU) diver billet for minimum of six years.
- Due to the perishable nature of the EOD/MDSU skills, individuals that have not been employed in an EOD-related capacity within the previous 5 years will not normally be considered.
- Unique requirements for any particular course of instruction are specified in course specific information at Section 17.0 if applicable.
- Instructional personnel shall maintain currency in technical expertise and training techniques.
- Must meet Navy High-Risk Training requirements as outlined in OPNAVINST 1500.75 series.
