    Description:
    The New York State Department of Health (NYSDOH) requires temporary contractual services to support the Early Intervention Program, specifically with the New York Early Intervention System (NYEIS) and other DOH data systems. The NYEIS addresses various functions of the Early Intervention Program, including child referral and intake, case management, developmental evaluations, service planning, service delivery, service providers’ claiming, service provider’s payment, 3rd party insurance claiming (commercial and Medicaid), state vouchering, provider application and approval, reporting, auditing, and compliance with Federal and State requirements.

    The selected candidate will primarily focus on testing a new system intended to replace a legacy system. This testing effort involves analyzing the legacy system to identify and understand differences between transactions in the old and new systems. Additionally, there will be a requirement to test various deliverables post the go-live date of the new system. As a secondary responsibility, there may be an analysis of another system within the Bureau of EI to address long-term defects and implement enhancements.

    Day-to-Day Tasks:

    • Facilitate the elicitation, validation, prioritization, and documentation of requirements.
    • Translate complex business/program terminology, concepts, and issues into terms understandable to both technical and non-technical management staff.
    • Translate requirements into test plans and scripts, and trace the fulfillment of requirements through the testing phases.
    • Develop and execute test plans, including the creation of test cases, for application changes, software releases, and system replacements.
    • Support User Acceptance Testing for NYEIS and the system replacing NYEIS.
    • Collaborate with the NYEIS technical team to develop and maintain documents related to NYEIS and other EI Data systems.
    • Work closely with Project and ITS Managers on the system replacement project.
    • Test Level 3 Help Desk tickets as needed.

      • Working as a primary or lead business analyst.

      • Creating test plans, test reports, and managing defects using industry-standard tools.
    • 60 Months Experience:
      • Analyzing and documenting business processes, including workflow processes, data input/output activities, and descriptions of data elements.
    • 60 Months Experience:
      • Eliciting, validating, and documenting business-approved functional and non-functional requirements for use by the technology team.
    • 48 Months Experience:
      • Planning, designing, developing, and executing test strategies.
    • 48 Months Experience:
      • Translating and documenting technical information for business/program consumption to ensure consistency and common understanding across stakeholder groups.
    • 36 Months Experience:
      • Determining business requirement priorities among diverse internal and external stakeholders.
    • 36 Months Experience:
      • Serving as a systems analyst, software engineer, and/or developer.
    • 12 Months Experience:
      • Working as a Business Analyst or Quality Assurance tester on a Cúram Social Program Management application.
    • Educational Qualification:
      • Candidate has a bachelor’s degree in an IT-related field.
