    Job Description

    ProSidian seeks a Professional Engineering Energy Management Project Facilitator (PF) to provide Federal Energy Management Program (FEMP) Project Facilitation (PF) Services for Utility Energy Service Contract (UESC) Project services to support the U.S. Department of Energy’s (DOE) Federal Energy Management Program (FEMP) objectives for alternatively financed energy projects, in particular a Utility Energy Service Contract (UESC) project for the General Services Administration (GSA) Region 9, Multiple Locations in San Diego, CA, Amistad Port Of Entry (POE), Tecate Port Of Entry (POE) and Otay Port Of Entry (POE). FEMP recommends the use of an experienced DOE approved Project Facilitator (PF) by all agencies pursuing projects under the UESC program.

    Project facilitation services are expected to be delivered consistently following a standardized process that has been developed and refined by DOE FEMP with other agency input over its many years of supporting Utility Energy Service Contracts (UESC), Energy Savings Performance Contracts (ESPC), and other energy-related project development. The process is outlined along with tools, templates, and project development deliverables in the FEMP ESPC Project Development Resource Guide (https://www.energy.gov/eere/femp/downloads/femp-espc-project-developmentresource-guide).

    The PFs are expected to follow this standardized project development process when supporting ordering agency project development. The tools and templates identified in this Guide are not optional; the PFs are expected to use them to ensure the delivery of consistent services to ordering agencies.

    Project Facilitator (PF): An individual or contractor that provides professional services provided to the Government, which include site assessment for feasibility, scope and economics of a possible energy- related project, guidance on funding approaches, technical advice based on analysis of proposals, and other professional and technical support on the Contract/Task Order process (development, award, and administration) for ESPC, UESC and other similar projects to ordering agencies.

    EDUCATION:

    • Minimum Required – Engineering or other technical degree from at least a four year college or university.

    GENERAL WORK EXPERIENCE:

    • Minimum Required – 5 Years of engineering, project management, and/or contracting work experience.
    • Recommended – 10 Years of engineering, project management, and/or contracting work experience.

    QUALIFICATIONS:

    • Possesses a Professional Engineer (PE) or Certified Energy Manager (CEM) or Certified Measurement & Verification Professional (CMVP) Certification (or higher).  
    • Neither ProSidian nor The DOE endorse any certification but is only acknowledging the type of experience which is required to achieve such a certification

    SPECIFIC WORK EXPERIENCE: Recommended (Not Required, but may receive higher scoring)

    • Experienced in the federal acquisitions related to third-party financing, including but not limited to: acquisition planning, developing solicitations, evaluating proposals, leading negotiations, awarding contracts, and administering the post-award phase.
    • Experienced with project facilitation as defined above and/or Utility Energy Service Contract (UESC) contracting.
    • Experienced with the analysis required for cost/price analysis and determining price reasonableness.
    • Experienced with UESC regulations, statutes, and Federal Acquisition Register (FAR) clauses.
