    Job Description

    ProSource360 Consulting Services, Inc. is seeking an experienced Capital Planning Analyst to join our growing team. We are looking for an analyst with strong critical analysis skills to support our Information Resource Management program at a department-level federal agency. The successful applicant will have the opportunity to affect enterprise level initiatives and support decision-making for senior executives in a rapidly changing environment.

     

    The CPIC Analyst has good organization, planning, analysis, communications, and people skills.  The CPIC analyst will lead CPIC governance processes such as OMB’s Quarterly Integrated Data Collection (IDC) and will work as a CPIC liaison with one or more Agencies facilitating their CPIC investment planning, budgeting, expenditure, and reporting activities throughout the year.

     

    RESPONSIBILITIES

    •    SUPPORTING INFORMATION TECHNOLOGY (IT) INVESTMENT PLANNING •    PROVIDING ANALYSIS AND REPORTING ON PORTFOLIO DATA AND METRICS •    SUPPORTING REVIEW AND ANALYSIS OF IT PORTFOLIO INVESTMENTS TO IDENTIFY COMMON, BEST OF BREED, OR REDUNDANT ITEMS FOR REUSE OR ELIMINATION •    USING ORACLE PROJECT PORTFOLIO MANAGEMENT (OPPM) CPIC SYSTEM TO CONDUCT CPIC REVIEWS AND ANALYSES •    REVIEW AND APPROVAL OF ACQUISITION APPROVAL REQUESTS (AARS) FOR ASSIGNED INVESTMENTS •    SUPPORTING IT BUDGET DATA CALLS (SPRING, FALL, OMB PASSBACK) •    INTERFACING WITH AGENCY CIOS, AGENCY CPIC ADMINISTRATOR AND INVESTMENT OWNERS TO ASSIST IN THE DEVELOPMENT OF THE BUSINESS CASE AND THE IT PORTFOLIO SUMMARY ENTRIES •    SUPPORTING IT GOVERNANCE PROCESS IMPROVEMENT AND AGILE PROGRAM REVIEW INTEGRATION •    MAPPING IT ASSETS TO TECHNOLOGY BUSINESS MANAGEMENT (TBM) TAXONOMY (COST POOLS, IT TOWERS, TBM SERVICES) FOR IMPROVED BUDGETING, REPORTING, AND FINANCIAL MANAGEMENT OF INVESTMENTS •    MAINTAINING ASSOCIATED POLICY, PROCESS, AND PROCEDURES DOCUMENTATION AND ASSOCIATED TRAINING SLIDES, IN PARTICULAR FOR THE OBM ANNUAL CPIC BUDGET CYCLE •    GENERAL MEETING FACILITATION (PREPARATION, NOTE TAKING, FOLLOW-UP) •    DEFINING REQUIREMENTS FOR AUTOMATED WORKFLOW, DASHBOARDS, AND REPORTING USING ORACLE PPM, SHAREPOINT ONLINE, POWER BI, EXCEL, OR TABLEAU; WORKING WITH DEVELOPERS TO TEST AND IMPLEMENT THOSE ENHANCEMENTS •    CONTENT MANAGEMENT FOR SHAREPOINT GOVERNANCE SITES  

  • Qualifications

    Qualifications

    REQUIRED

    • 3-years of experience with CPIC, IT Portfolio Management, and/or IT Governance

    • Experience and strong familiarity using an industry standard capital planning tool or equivalent

    • Strong analytics skills – able to create insightful visualization from CPIC data

    • Strong Excel skills

    • Structured problem solving

    • Excellent verbal and written communication skills

    • Ability to use multiple communication methods (written/visual) to work with all levels of staff

    • Data Calls, and/or Project/Task Management

    • Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines

    • Self-starter with ability to perform and lead work independently

    • Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups

    • Ability to interact effectively with a variety of contacts/relationships, including senior-level managers and technical SMEs

    • Bachelor’s degree required.

     

    DESIRED SKILLS:

     

    •  Federal Capital Planning and Investment Control (CPIC) experience
    •  Experience using the Oracle Primavera Project Portfolio Management (OPPM) Tool or similar
    • Business Process Reengineering fundamentals
    • Experience using the OMB MAX portal
    • Experience with Technology Business Management (TBM)
    • Experience designing, configuring, or using Application or SharePoint process automation
    • Experience working with Power BI or Excel or Tableau visualizations
