    Job Description:

    • The Department of Information Resources (DIR) requires the services of a Program Manager hereafter referred to as Worker, who meets the general qualification of Program Manager 3 and the specifications outlined in this document for ITD.

    • Successful candidate has experience with Contract Lifecycle Management preferable at the Enterprise level.

    • Responsible for program development, organization and tracking in accordance with mission of the organization. Ensure quality and timely delivery of critical path items.

    • Establish and maintain metrics and guidelines for reporting, evaluates business contracting systems. Familiar with industry standard technologies, business process mapping, practices and procedures and has knowledge of commonly used concepts, practices, and procedures within the Contract Lifecycle.

    • Works with executive level management to meet current program vision and business objectives and translate into effective solutions.

    • Prepare executive level status and planning reports.

    8 Years Required Experience with general IT SDLC processes

    8 Years Required Experience developing and organizing programs according to the mission and goals of the organization

    8 Years  Required Experience developing new programs to support the strategic direction of the agency

    8 Years Required Experience in Enterprise level CLM (Contract Lifecycle Management) programs leading to successful implementations

    6 Years Required Skilled in extracting business, functional and non-functional requirements from business units and IT staff

    8 Years Required Experience with the concepts and practices of the government contracting process including capturing data, negotiating, approving and signing contracts.

    6 Years  Required Skilled in mediating business units with conflicting and competing business requirements

    6 Years  Required

    Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff.

    6 Years Required Experience building relationships with executive level leadership from multiple business units

    4 Years Required Experience evaluating vendors with CLM solutions

    3 Years Preferred Experience in enterprise level state government contracting process
